This sounds like some of the intimidation techniques that Scientologists use.
IT IS ILLEGAL. GET A RESTRAINING ORDER.
They have been known to go after members of "Anonymous" and hire private investigators to dig up any dirt they can, then intimidate them by following and or going around to their neighbors spreading the dirt. Past arrest records, infidelity, etc.
