Of course he does; it's how he gets ratings.

His style (if style is the right world for it) of journalism (I use this term only because now, any lie can pass as journalism, as Beck proves nightly) is to make the public afraid to miss his show. He instills the fear into them that if they miss even one of his shows, they may die because they didn't get the latest (made up) news.

When he's not doing that, he's pandering to the audience by telling the people what they want to hear, and embellishing and inflating people's fears. (see point 1)
