I'd like to know what the requirements are to gain entry to this program? The government typically doesn't just do something altruistically unless they can benefit somehow.

Look at the way Hurricane Katrina was handled. Somehow, these people on welfare are different? Now all of a sudden they care? What gives? Wallstreet crooks are getting a majority of the bail out money, not the people. So, when people they could care less about before get free cell phones, why?

Possible reasons:

* To listen to those people they think are scum and most likely will begin to steal when things go further south. (yes, you can listen in on the phone when it's off - unless the batter is removed)

* To cause further strife between us citizens. A united people they DO NOT want. DO NOT BUY INTO THIS GOVERNMENT SPONSORED RACISM, ETC.
