Employers have justified drug tests in the workplace by pointing to such negative effects of drug use as absenteeism and work-related injuries. Now a Florida legislator has proposed that random drug-testing also be applied to those receiving unemployment insurance, justifying it as a way to make state funds go further.

Florida State Senator Michael S. Bennett told Fox News host Steve Doocy on Monday that with the unemployment rate in his recession-battered state running between 10% and 11%, he worries that the Unemployment Trust Fund might be exhausted.

"I wanted to ensure that people who are qualified for unemployment -- that the money would be there when they actually go down and get unemployment and that we weren't supporting the people who were not able to go to work," Bennett explained. "It was nothing against the people who were using the drugs as much as it was to ensure that the people who needed unemployment, it would be there when they got there."

Bill Piper of the Drug Policy Alliance, which is dedicated to ending the "war on drugs," responded that "to require someone to pass a drug test to get their unemployment insurance after they've been laid off is pretty cruel -- and to require them to pay for the test themselves is even more cruel."

"It's a pretty degrading process," Piper went on. "You have to urinate in front of another person. ... You have to tell complete strangers if you're on birth control or Viagra or if you're suffering from depression."

"Normal, everyday Americans shouldn't have to go through that," insisted Piper. "We're talking about people who've already paid into the unemployment system. They've been working hard already, and it's simply unfair to throw another hurdle to feeding their families."

"He makes a good argument," Doocy agreed. "Unemployment insurance is money that people have already paid into the system. Why shouldn't they get it if they're laid off?"

"When you file for unemployment," Bennett replied, "basically you're saying 'I'm ready, willing, and -- quote -- able to go to work. If the person who pays into the unemployment has to pass a drug test ... to pay into it, surely the people who are taking out would not object to having to pass the same stringent test. ... If you're not able to go to work because you can't pass a drug test, why should you draw unemployment?"

"Clearly the people he's talking about were already capable of working," Piper commented. "They shouldn't have to take a drug test to prove something to any one."

Bennett, who recently proposed freezing the pay of county clerks and commissioners and similar low-level state employees, may be sincere in saying he is only trying to save money. However, according to election disclosure forms, he did receive a $500 donation to his 2006 election campaign from Abbott Laboratories, which provides workplace drug test kits.

This is a good idea. This should also apply to all that are on welfare from the state. You shouldn't be using the money for drugs. Of course all those who use illegal drugs will raise hell and declare it not fair. Why should we pay for your drug habits?

It's just a matter of time before some representative (yeah, right) proposes pulling over random motorists and making them pee in a cup. I'm half joking. The way things are going, it could happen.

Great idea for anyone collecting / milking off the system. People get drug tested to get jobs, they should be drug tested to suck the teet of the taxpayers money.

Collect any federal assistance and be subject to the same rules as any W4 job.

This is not a good idea. It's parrallels the fingerprinting of house sellers in IL. They will impliment these things first with those who need something bad enough to comply. Then, when the system is perfected, it will spread.

This is not about worthiness, it's about control.

There is no law that requires you to take drugs, they are expensive and support the beast system, but this legislator should be hung with rope for his crime of conspiring with Abbott Laboratories, which provides workplace drug test kits, if that connection can be made.

this is a terrible idea because it sets a terrible precedent.
drug testing is an invasion of privacy!

OK; I can understand the argument that if you are a pilot, or have a similar job, OK, but otherwise, HELL NO!

Just because you are employed doesn't mean your employer should be able to tell me what I can and cannot do on my own time. I am so glad I don't live in the states anymore.
And now, this, even if you are unemployed, we will drug test you too. FUCK NO.

The USA is turning into a Fucking prison. OH, who am I kidding, it's already is a police state.

I completely agree. If you don't want to be tested, don't take money from the state. I have a job to make money and I had to agree to be tested and have random testing.

If you want the money you should have to agree to get tested just as we that work have to agree.

I don't know the story behind the fingerprinting to sell a house but if your not taking anything from anyone I would think that it is an invasion of privacy.

I live in Florida, I am unemployed.

To apply for unemployment I went on line and clicked the boxes beside the questions. Ta-Da

I have received my first check, deposited in my bank account.

There is no requirement to verify that I have made an effort to look for work. I just have to say I have looked for work.

I do not have to physically go to any governmental office, talk with anyone, search any data base for job openings, get referrals to jobs, none of that.

Every other week I have to go to the web site and click the four boxes beside the four questions or I have to call on the phone and "press 1 for yes or 2 for no" to the automated questions.

They could eliminate goldbrickers from the system if they required a real, honest search for work from the unemployed.

I have never and will never use so called recreational drugs. I rarely use anything stronger than aspirin. I would pee in front of someone if that is the requirement to collect either a pay check or unemployment. I would have no problem with it.

To the two ac's above, So it would be okay with you if your child's daycare worker was high? really.

How about your child's nurse or doctor? School bus driver? Teacher? Crossing guard?

Please try to think about the safety of someone other than yourself.

If your unemployed you shouldn't have to take a drug test. You should however have to take a drug test if you want some of my hard earned money.

Don't want to take the test that's fine but don't take the money.
