This is Congressional Idiot story of the day. An Enumerated Powers requirement means absolutely nothing and would be unenforceable. Congress has no power to alter the Constitution.

Congress has a Constitutionally-given right and power to make laws. To take that power away, or condition it on Congress doing certain rituals (like enumerating powers) would require that the Constitution be changed.

Congress can't enforce a law modifying or limiting a right or power it enjoys under the Constitution, even if the President signs it. Any more than Congress can enforce a law declaring that the Bill of Rights only applies to landowners.

Who is Shadegg, some no-name in the House who's wasting taxpayer money on grandstanding with empty gestures, with all we have going on?

Yes, this is political grand standing to a degree, but could also be viewed as a wake up call as congress, and the executive branch as they have surely over stepped their bounds over the last several administrations and congresses.

Sadly, all three branches abiding by the powers enumerated in the constitution is laughable at this point. The constitution has become nothing more than a reference point to be misconstrued, and re defined.
