It's what they label an interferometer - at the bottom - click to enlarge. It appears to span between two hills across a large valley. It appears extremely unusual in shape - triangular... Make sure you see the shadow the long structure casts in the valley below!!!

America has them to.
They are old cold war devices they have better ones now that use microwave from satellites.

MOSCOW (Interfax) - The Russian State Duma has expressed concern about the USA's programme to develop a qualitatively new type of weapon.

"The significance of this qualitative leap could be compared to the transition from cold steel to firearms, or from conventional weapons to nuclear weapons. This new type of weapons differs from previous types in that the near-Earth medium becomes at once an object of direct influence and its component.

These conclusions were made by the commission of the State Duma's international affairs and defence committees, the statement reads.

The committees reported that the USA is planning to test three facilities of this kind. One of them is located on the military testing ground in Alaska and its full-scale tests are to begin in early 2003. The second one is in Greenland and the third one in Norway.

"When these facilities are launched into space from Norway, Alaska and Greenland, a closed contour will be created with a truly fantastic integral potential for influencing the near-Earth medium," the State Duma said.

The USA plans to carry out large-scale scientific experiments under the HAARP programme, and not controlled by the global community, will create weapons capable of breaking radio communication lines and equipment installed on spaceships and rockets, provoke serious accidents in electricity networks and in oil and gas pipelines and have a negative impact on the mental health of people populating entire regions, the deputies said.

They demanded that an international ban be put on such large-scale geophysical experiments.

The appeal, signed by 90 deputies, has been sent to President Vladimir Putin, to the UN and other international organizations, to the parliaments and leaders of the UN member countries, to the scientific public and to mass media outlets.

Among those who signed the appeal are Tatyana Astrakhankina, Nikolay Kharitonov, Yegor Ligachev, Sergey Reshulskiy, Vitaliy Sevastyanov, Viktor Cherepkov, Valentin Zorkaltsev and Aleksey Mitrofanov.

GWEN is designed as an ultra-high powered VLF [150-175 kHz] network intended to survive massive broadband destructive interference produced by nuclear EMP, and recovering quickly from the changes imposed on radiowave propagation by EMP-ion damage to the upper atmosphere. A large number of the 200 GWEN relay nodes can be destroyed without compromising the overall effectiveness of the system. GWEN antennae include an 8km trailing long-wire winched out of WWABNCP, and the DARPA /Westinghouse 750-6000m tether Aerostat-Augmented balloon. The GWEN system includes 299-foot, low-frequency (LF) antenna and an ultrahigh-frequency (UHF) antenna located at each relay node (RN) station, and a UHF antenna located at each input/output (I/O) station.
Although GWEN was designed to provide survivable connectivity for time-critical force survival actions, the configuration does not meet required availability or reliability.

As portable Milstar terminals become available in the l997-l998 time frame, STRATCOM will phase out the Ground Wave Emergency Network, which is the only survivable link to ensure launch of ground-alert aircraft. GWEN is Scheduled to be Replaced by SCAMP in FY99, but CINC STRAT has maintained that GWEN can not be shut down until the replacement system is fielded, operational, and certified. If SCAMP does not meet schedule, GWEN may have to be operational past the year 2000.

The Federal Railroad Administration, concerned with the importance of the inland navigation systems to support railroad real time positioning activities, has suggested that GWEN sites be included in the developing of inland navigation systems. The Federal Highway Administration has agreed to continue to investigate the utilization of the 54 GWEN sites for inland navigation.

DTRA Supports STRATCOM with New Technology

A product developed by DTRA after a two-year research and development program is providing an improved, low cost method to ensure that our nation’s leaders can communicate with our strategic defenses in the event of a high-altitude nuclear detonation. This new technology improves the survivability of communications equipment against high-altitude electromagnetic pulse (HEMP).

The Air Force's Air Combat Command (ACC) and Air Mobility Command (AMC) play a strategic role in our national defense and both must be able to communicate with the U.S. Strategic Command (STRATCOM). A critical link is the Single Channel, Anti-Jam Man Portable (SCAMP) satellite ground terminal.

The SCAMP is HEMP hardened and is often connected to laptops in the field. These laptops, to meet the ‘no damage’ requirement during a HEMP event, must be specially designed and manufactured to survive the harsh electromagnetic environment of HEMP. This translates to approximately $25,000 per laptop. Even worse, it often takes six months to repair the laptops when they breakdown.

In late 2001 STRATCOM requested that DTRA find a simple, low cost solution to the problem. According to Army Maj. Tom Gray, program manager in the Assessments branch, Nuclear Technology division of the Technology Development directorate, STRATCOM turned to DTRA because of its expertise in nuclear weapons effects. In less than a year, DTRA and its contractor, Titan, designed, tested and delivered the Shielded Holder of Electronics (SHOE). The SHOE is a shielded ‘docking station’ for laptops. It can be used with any commercial laptop, protects the laptop against damage from HEMP, and greatly increases the chances that the laptop won’t lose data. Based on testing, it is even possible to select a laptop that will continue to function through HEMP.

STRATCOM requested further development of the SHOE in late 2003. By the summer of 2004, DTRA had developed a Laptop Interface Kit (LIK) which accommodates three SHOEs, shielded connecting cables, and a HEMP hardened gasoline generator. This effort was again completed in a year at a cost of $90,000.

“It was very satisfying to see a program from beginning to end,” said Gray. “We went from requirement to contract, to development and test within a year. We normally do long-term research, refining things we already have. This was quite an accomplishment to get a product out to the field so quickly.”

Gray said the initial thought was something similar to a dog house which would totally enclose the laptop. Gray said the development team knew this would not be a viable option for users and the result is an ‘open shield’ concept that allows the user to work with the laptop as he normally would. The system was subjected to a series of tests with the culminating test completed in the spring of 2004 in Colorado Springs. During this event, the system was tested to the maximum fields they would see in a HEMP event.

Gray described it as a very successful test. “The SCAMP was actually communicating, by satellite, across the nation while we were doing the test. We could see them continue to send information,” he said.

STRATCOM recognized that this solution, at $2,400 a SHOE or $15,000 a LIK, provided a low cost alternative to the $25,000, hard-to-get laptops. STRATCOM approved the LIK for use by ACC and AMC in October 2004. Both organizations have adopted the technology as equipment they will use day-to-day.

Why is something that looks like a computer tote bag such a big deal? It’s important because it ensures that the people who need to talk immediately after a HEMP event are able to talk. During a HEMP event, computers and other electronic devices can suffer from high voltage spikes which can burn-out the computer and destroy it, or at a minimum, temporarily disrupt it. An unprotected computer that is hooked to a network can even disrupt other computers on the network.

In addition, SHOE allows users to buy up-to-date computers to perform their missions faster and more reliably. Finally, it saves a lot of money — potentially $4.6 million for ACC and AMC to buy HEMP hardened laptops for the satellite ground terminals.

Interferometer is a radar jamming device for ICBM's and Stealth bombers etc.
America has them to.
They are old cold war devices they have better ones now that use microwave from satellites.
