Usually totally reversible in these dogs, and quite common. We were dachshund breeders.
You need to do hydo therapy.
Find a pool about 4 feet deep. Get in with your dog. You might need a helper. Grab hind legs and move as if dog was walking. Every so often stop and let dog try to swim by itself.
After about a month the problem should be cleared up.
