The "General Welfare" Clause in the Constitution: How Democrats claim to justify massive Federal welfare programs

The "General Welfare" Clause in the Constitution is often cited as the means by which Democrats and those who would seek to redistribute wealth out of our public coffers to whatever group they see fit, as their Constitutional justification for this.

The United States Constitution contains two references to "the General Welfare", one occurring in the Preamble and the other in the Taxing and Spending Clause. However, it is only the latter that is referred to as the "General Welfare Clause" of this document. Unlike most General Welfare clauses, however, the clause in the U.S. Constitution has been rightly interpreted as a limitation on the power of the United States Congress to use its powers of taxing and spending.

For an answer as to the Founding Father's thoughts on this matter, lets ask the man considered to be the "Father of the Constitution", he was the principal author of the document, James Madison.

"IF Congress can do whatever in their discretion can be done by money, and will promote the General Welfare, the Government is no longer a limited one, possessing enumerated powers, but an indefinite one, subject to particular exceptions."
James Madison, letter to Edmund Pendleton, January 21, 1792

As with all of the Founders, Madison saw the new Republic with a very limited scope, possessing specifically enumerated powers. As you can see, the Democratic Parties justification for such Federal spending is not only erroneous, but also unconstitutional, as this duty would fall to the individual States to perform under the 10th Amendment only. militia militia
