In the past, I have argued that it was nothing more than coincidence that colorful clouds were seen in the sky just prior to the Schezuan earthquake in China.
I am putting my reputation out on GLP in this thread, because I saw another fantastic representation of that type of cloud, today, as I was out in my garden, and I will provide a link that will allow you to see if my area has any earthquake of note within 72 hours.
'Of note' is what I consider moderate--4.5 or higher magnitude--something that can be felt.
My Circumhorizon Arc of June 2, 2009, approximately 1:20pm. The photos are facing south, and the arc was a bit more westerly than I usually see them.

Here's the USGS map for my general area:
[link to quake.usgs.gov]
You may have to refresh to see any updates.
Here's an explanation on how and why they form: [link to www.atoptics.co.uk]
I almost missed it, when I looked up I could see that I had missed out on the best of it, the arc spread out 30-40°, but lower clouds quickly moved in and obscured half of it before I could even get back outside with my camera.
There was also a beautiful 22° halo around the sun.
And, yes, there is LENS FLARE!

it and reported it felt like

NOPE! Not a trail to be seen, not today!
The storm front that is pushing through is responsible for this cirrus phenomena.
Now, this Circumzenith Arc was created by the ice crystal formations of a contrail:

Where the marked box is, look to the left at the dark area. With unbrighten, that dark UFO will show up really well, and so will others. I pull the color hue more to the red, Picasa using tuning. They tend to respond to that spectrum. Cameras, older ones, without IR filters, make them stand out too. Quoting: Texas Uncensored
I have more than 15 years of experience with photo touch up and alteration. With enough filters and tweaking, I can make it look like anything you desire. I will always tell you if I alter a photo other than contrast.

I think my point is...that if ice forms crystals high in the atmosphere, and if they form into hexagonal 'prisms', as they do, and if they are numerous, of pure clear construction, and they are aligned properly, then you will see beautiful spectral colors in the sky.
No chemicals.
No scalar manipulation.
No chem-trails needed to form.
Not that these things are not going on in our world.
Its just no conspiracy..it's refractive phenomena.

Yes , the prisms can form naturally, but I still found that to be too much of a coinkydink. :tx54::us101::az66:

I have taken more than twenty images of separate instances of parahelia (like your photo) in the last year.
It is one of the most common arcs you will see in our skies.
The crystals had formed because of the moisture coming in for the storm.
I've already seen another CHA this morning, but I was out in town without my camera, and it held on before moving past 'the spot' it needs to be to form, tantalizing me, until I drove into my driveway.
This is a really great hobby for those who are outside a lot.
