The scale of the devastation caused by flood waters sweeping across vast sections of Queensland and northern NSW is mindboggling.

Some parts of the country have experienced more rain in the past month than they have over the past few years.

But in some ways this shouldn't have come as a surprise. Meteorologists were predicting the wet weather as far back as July 2010, when the early stages of La Niña appeared.

Agata Imielska, a climatologist at the Bureau of Meteorology says there were indications that a La Niña event was forming as early as late-June.

In September, the Bureau of Meteorology's 'Seasonal Rainfall Outlook' predicted a high probability of above average rainfall for large parts of northern Australia, New South Wales, South Australia and most of Western Australia.

For the next six months, the Bureau continued to put out updates showing that this La Niña was not going away quickly; in fact it was getting stronger.

The second half of 2010, and the start of 2011, has seen devastating floods across much of northern and eastern Australia, a pattern typical of a strong La Niña event. After the 2009 El Niño event, the world moved into a La Niña around April 2010. But how strong is this event?

Climate scientists usually examine sea surface temperatures in the central and eastern equatorial Pacific (the so-called NINO indices) to determine when we are in an El Niño or La Niña episode.

Temperatures in this region are usually lower than normal during a La Niña episode. But these temperatures have several failings, if we want to use them to rank La Niña episodes. Firstly, they are not readily available back more than about 60 years, so it is difficult to use them, for instance, to compare 2010 with events early in the 20th century.

Secondly, the general ocean warming we have seen over the past 50 or so years, due to anthropogenic enhancement of atmospheric greenhouse gases, confounds the use of these temperatures to compare a recent episode of cool temperatures with cool temperatures earlier in the record – the global warming may have offset some cooling associated with the strong, recent La Niña. This would bias any comparison between the 2010 event and earlier events, prior to the strong global warming of the second half of the 20th century.

But we can use the Southern Oscillation Index, or SOI to compare the strength of La Niña episodes across time. The SOI is the standardised difference in surface atmospheric pressure between Tahiti and Darwin. Monthly SOI values are available at www.bom.gov.au/climate/current/soihtm1.shtml. Positive values of the SOI (low pressures at Darwin and high pressures at Tahiti) indicate a La Niña event.

There is no a priori reason to expect that global warming has necessarily led to long-term SOI changes that would confound our results if we use the SOI to compare historical and recent La Niña events. And values of the SOI are available from the end of the 19th century.

The SOI values confirm that we are in the middle of either the strongest La Niña event on record, or the second strongest. The SOI values for October 2010 and December 2010 were each the largest positive values on record for those months, as was the three-month average October-December 2010. If we take a longer perspective (July-December) then 1917 was stronger than 2010, but 2010 was still the second strongest in the historical record. Using either the October-December or the longer July-December periods, the strong La Niña events on 1973 and 1975 were both ranked as weaker than the 2010 event.

So, it is not surprising that we are seeing a great deal of rain and floods across much of Australia. It is worth pointing out that the Bureau of Meteorology seasonal forecast issued on 23 September indicated a strong chance of wet conditions for the period October-December across northeast Australia. These forecasts are based, partly, on the current state of the El Niño – Southern Oscillation, and it was clear months ago that we were in a La Niña. So an increased likelihood of wet conditions was certainly on the cards.

Of course we cannot make a definitive statement about the relative strength of the 2010 La Niña until the event concludes. This will, presumably, be sometime in 2011. But on the data available up to now, there is no doubt that this has been a super strong La Niña. And since La Niña events are generally followed, some months later, by global cooling, we can expect cool temperatures for quite some time.

The phenomenon

The IOD involves an aperiodic oscillation of sea-surface temperatures, between "positive", "neutral" and "negative" phases. A positive phase sees greater-than-average sea-surface temperatures and greater precipitation in the western Indian Ocean region, with a corresponding cooling of waters in the eastern Indian Ocean—which tends to cause droughts in adjacent land areas of Indonesia and Australia. The negative phase of the IOD brings about the opposite conditions, with warmer water and greater precipitation in the eastern Indian Ocean, and cooler and drier conditions in the west.

The IOD also affects the strength of monsoons over the Indian subcontinent. A significant positive IOD occurred in 1997-8, with another in 2006. The IOD is one aspect of the general cycle of global climate, interacting with similar phenomena like the El Niño-Southern Oscillation (ENSO) in the Pacific Ocean.

The IOD phenomenon was first identified by climate researchers in 1999. Yet evidence from fossil coral reefs demonstrates that the IOD has functioned since at least the middle of the Holocene period, 6500 years ago.

An average of four each positive/negative IOD events occur during each 30 year period with each event lasting around six months. However, there have been 12 positive IODs since 1980 and no negative events since 1992. The occurrence of consecutive positive IOD events are extremely rare with only two such events recorded, 1913–1914 and the three consecutive events from 2006-2008 which preceded the Black Saturday bushfires. Modelling indicates that consecutive positive events occur twice over a 1,000 year period. The positive IOD in 2007 evolved together with La Niña which is a very rare phenomenon that has happened only once in the available historical records (in 1967).
Effect on Australian Droughts

A 2009 study by Ummenhofer et al. at the University of New South Wales (UNSW) Climate Change Research Centre, has demonstrated a significant correlation between the IOD and drought in the southern half of Australia, in particular the south-east. Every major southern drought since 1889 has coincided with positive/neutral IOD fluctuations including the 1895-1902, 1937-1945 and the current 1995-present droughts.

The research shows that when the IOD is in its negative phase, with cool Indian Ocean water west of Australia and warm Timor Sea water to the north, winds are generated that pick up moisture from the ocean and then sweep down towards southern Australia to deliver higher rainfall. In the IOD positive phase, the pattern of ocean temperatures is reversed, weakening the winds and reducing the amount of moisture picked up and transported across Australia. The consequence is that rainfall in the south-east is well below average during periods of a positive IOD.

The study also shows that the IOD has a much more significant effect on the rainfall patterns in south-east Australia than the El Niño-Southern Oscillation (ENSO) in the Pacific Ocean.

well I am still sitting on an `island' hilltop atm in ipswich- lucky I am such a nerd cause we been without power for 3 days now- but I got my inverter so we got limited power for paytv and internet still LOL

Lucky for us we are where we are- the water stopped 10m below us- but literally at the other end of the block this house in on!! (steep hill)

it was amusing yesterday when channel 9 told those that couldnt get reception on your mobile to take out the sim card to use emergency line

5 min later they urged folk not to use that line for non emergency's as it flooded with 1000's of calls

Glad to hear you're doing ok. I have family in South Brisbane and have been following the events of the flooding in Queensland since day one.

Now we have a tropical low above north east ql that is likely to turn into a tropical cyclone and there are concerns that winds from that other one heading towards New zealand will bring more rains to the east coast.

The cyclone to the west will draw moisture across oz as well when it hits land

the floods are all flowing to the sea as predicted and already receding.

of course we are still likely to be in flood in a few more months
