I think you over simplified it
If you blow it up in photoshop or whatever you see that single lines are 2 pixels wide with a max size of 16 pixels (8 digits). It is 824 pixels wide or 412 digits long. That unfortunately is 51.5 numbers (binary to ascii must be in blocks of 8).
What I have so far (black = 1 white = 0 that is how they do it on all other barcodes).

true I also screwed up. the stuff by hand was right but i tried to automate it using matlab and forgot that the damn pixel width of two corresponded to 1 number so I got twice as many 0s and 1s. Let me try to fix my code up.
If it was 4-bit then the max number could be 15 so maybe binary encoding a numeric cypher?
