In Congress, In 1975, 32 Senators and 92 Representatives sign A Declaration of Interdependence, written by historian Henry Steele Commager. The Declaration states that:
"we must join with others to bring forth a new world order... Narrow notions of national sovereignty must not be permitted to curtail that obligation."
Congresswoman Marjorie Holt refuses to sign the Declaration saying:
"It calls for the surrender of our national sovereignty to international organizations. It declares that our economy should be regulated by international authorities. It proposes that we enter a 'new world order' that would redistribute the wealth created by the American people."

Sure, many different world leaders have called for a new world order.
But of course they want a new world order. They're world leaders. You don't get to be a president or prime minister of anywhere that matters, unless you're the sort of person who has big ideas and wants to shape the country your own way. So once they come to power, they find that for whatever reason their domestic policies won't work unless other nations cooperate with them. And then they get the idea that really things would be a lot easier for them if the international system of treaties and deals were reorganised - if there were a new world order.
The thing is, none of the above requires that world leader A's vision for a better world should match world leader B's idea. Do you think Ahmadinejad's idea of what the new world order should look like bears much resemblance to Gordon Brown's vision? I think it's unlikely.
