A jet engine puts out LOTS of water vapour. At 20-40Kft, the conditions are often supersaturated, and awaiting a seed to form contrails.
If the air is unsaturated - short contrails
Saturated - long persisting contrails
Supersaturated - Contrails will grow and turn into cloud formations
It's SIMPLE.
It's HOW CLOUDS FORM.
If it wasn't true, then NO CLOUDS could ever form.
So 1947 is telling you all that there are no clouds.

So how come there where (a) always aircraft criss crossing the sky every day laying contrails. The days always started with a nice clear sky.
(b) That soon spread out to form a day long horizon to horizon washed out blue - white haze.
