Both sides will stall each other as the Financial meltdown continues. They helped create this mess. For decades their 'irresponsible' involvement with Market abuse went unchecked by Public watchdogs, and now that the chickens have finally come home to roost this one President is trying to keep up this charade by stirring change without changing anything, only he's beginning to realize we can see them chasing their tale.

If these Obama changes are enacted by default they accuse past Presidential administrators of turning a blind eye to Markets abuse while profiting by their own personnel portfolios of stocks & bonds. These accusations can land them with indictments of treason, or at best Market racketeering. So the game of politics continues on, back and forth, nothing will get done. When the House of Cards does come down the blame will get shifted around. Fingers will point to the other side; "they didn't allow it to pass!" The other side will retort in favor; "their plan was going to collapse the economy quicker!"
