Unless I'm mis-reading this dod implementation plan,all they need is a level 6 pandemic.The dod will then offer their services to anyone,international or domestic,needing help vaccinating their people and pretty much take control of everyone and everything.Scary reading considering it speaks of the dod being responsible for domestic mortuary services and corpse burial.

Googling her name brings up other articles by her. Seems she's a fan of renewable energy from those writings.
