What makes an adult is the full maturity of the brain which for a fact does not occur until around the age of 18! I don't think it is purely a thought crime if he is actually soliciting sex. If he was sitting around thinking about it and not involving another person, then it's unpunishable. Soliciting becomes more than a thought. Human contact is made and thus an action is taking place. No longer an independant thought.

To be perfectly honest, I am against the death penalty for the simple reason that we can never be certain of guilt. There are too many people set free by the Innocence Project every month, to give me any faith in the justice system to carry out capital justice. Now keep in mind that I have no problem with a genuine scumbag dieing a slow and horrible death, I just don't trust the system to make that choice. The same as if I were on a jury of a man who killed another man who he caught raping his daughter, I would not convict on a murder charge.
And you bring up a good point about talking about sex on the internet. You may be in a chatroom where someone says that they are 15 or whatever, yet it is completely possible to forget that fact in a sexually charged conversation that others may be involved in as well. I have been in porn forums on adult sites where kids would admit that they were there and were underage. So how would that work? Everyone in the porn room has to stop talking because some kid logged in with Daddy's account?
