It does not appear to state "and other" or anything that would be open to interpetation. it seems to be literally for disaster relief as it states. but like i said the bill does seem to give homeland the authority to twist the bill a bit, but the bill does not appear to be a deliberate witchunt

How about a law that everyone who votes on a bill must sign a statement that they have actually READ the law. With appropriate consequences if they lie and say they've read it when they haven't. This could be fun.
