I read over the bill just now at [ link to www.govtrack.us] and my opinion is that the OP article was very much opinionated and speculative and therefore shouldn't be taken seriously. The bill does appear to be for cases like hurricane katrina, or earthquake or nuclear disasters but not for pro-life gun people. FAIL Does the bill specifically delineate this without the language of "and other"? There is little to interpret when legislation is viewed from a legal perspective. It is written by lawyers, ffs. The bill is written with specifics, or it is not...which is it? . It does not appear to state "and other" or anything that would be open to interpetation. it seems to be literally for disaster relief as it states. but like i said the bill does seem to give homeland the authority to twist the bill a bit, but the bill does not appear to be a deliberate witchunt
