I fully expect that your finding/problem is not an individual problem. I suspect that there is widespread overbilling and most people are too stupid to notice and too ill informed of law to pursue it if they do notice variance. There is a high level WHITE COLLAR CRIME going on here. Someone in the utilities company/coop is making hundreds of thousands of dollars a month extra money.
I would now hire a private detective to investigate the records of "smart meters" to a surrounding 25 homes. If you find more than 3 of them with the same sudden "overbilling" problem, then you have SYSTEMIC FRAUD AND A MAJOR CRIME THAT COULD BRING A CLASS-ACTION LAWSUIT AND YOU COULD FIND THAT YOU AND YOUR CLASS WOULD OWN THE UTILTY COOP.

Maybe the OEM?
I would be interested. Do they have a wireless router, 3g interface, or any other interface that let's them program the functions at will?

Yeah, the nice part is, they would certainly have never done any tests themselves to see whether or not you(or any of their customers) were being calculated correctly.
It's a shame more people don't question these guys. How many get an abnormally high bill, and just accept it and pay it.
I know I don't. I live in NW FL and am on a co-op as well. I've had numerous problems with these f*&%s myself. My power consumption is practically the same from month to month. So when I get a bill that's unusually high, I go to their office and point it out. My electric bills are normally within $10 or less of each other.
I've gotten all kinds of replies. "Our meter reader had to use binoculars from the road because of the dogs, so maybe he was off." Or "We estimated, so the calculation must have been off."
One time they cut my power a few days after paying the bill. Called the local office and it was after hours, I had just got home from work myself. Said they didn't have anyone to send out, everyone had gone home for the day. LOL. After talking to their manager, then their boss, and their boss, I finally talked to a woman in the home office in Tallahassee, shortly after which I had power back on.
You can't take shit from these people. Always question something out of the norm. Especially when it comes to your money.
Thankfully no smart-meter here, yet.
Their probably screwing with ya Trin, after seeing the impressive solar array and knowing they're looking to lose a profit.
Too bad for them, they're trying to swindle the wrong guy. lol. |

Hey Trin I see another business venture on your part.
Perhaps a third party monitoring device downstream of the utility meter to monitor the actual usage compared to the utilities.
This to me seems a viable business plan a security firm could build into there business model.
Best to protect yourself from the white collar and blue collar criminals. |

If you want to see the kind of data they get on you with these smart meters look at these scans I made of what they gave me...
there are some VERY INTERESTING DATA FIELDS on the first page like "meter multiplier" and "demand multiplier"
you can also see they monitor your power usage down to the hour
kinda creepy if you ask me..
these guys know when you turn your lights out at night and when you make your coffee in the morning... literally!

that demand multiplier is how they surcharge you...
if BOTH of the ones they brought out were wrong you can bet EVERY METER they have installed is wrong...
In Texas you could file with the PUC Public Utilities Commission.... the ones who REGULATE electrical prices and meters...
not sure what agency it would be in Florida...
you NEED to file a formal complaint as ONLY the PUC can make them go to every meter installed and check and rebate overcharged power...

This data is bad enough in terms of invasion of privacy, but I suppose it's the natural progression...Look at your usage data for being online, for your telephone, for your buyers club at the big box store, etc..
However, what's the real issue here is the fact that they have committed fraud. They have committed fraud, pure and simple.
They know they have committed fraud, and you can bet your left nut that they are scrambling behind the scenes on damage control. BET ON IT! I know, I work for a telephone company and have dealt with similar fraudulent billing issues, only I was a technical person who found out about the deeds in a round-about way.
Either they'll be stand up, honest people and correct their wrong doings, as well as the potential other customers, or they'll try to sweep all this under the rug, which happens with utilities, as I've witnessed. Although I work for a very large company, I don't doubt the same procedures are at work here:
Analyze the legal liabilities, consult legal department.
Assess cost of litigation versus losses to actually credit customers for alleged fraud.
There will be a cold, calculated business decision based on that, and I think you are the wrench in the works, so to speak.
The fact that you are getting the unexpected co-operation ( by me at least) tells me that you might be dealing with an honest mistake, but not to dismiss the blatant disregard for doing honest business. It truly is probably more than border line criminal, and I'm sure some attorney is conveying that concept...LOL!

We did win in the end. But, here is what the Texas PUC does. The beef in Houston is with Centerpoint no matter who your electric provider is. Centerpoint meters, Centerpoint meter readers, Centerpoint billing sent to your choice of providers.
When you complain to the PUC, guess who they send out to investigate your complaint against Centerpoint ? Have you guessed yet ?
They send out a Centerpoint rep who promptly accuses the customer of lying. You have evidence ? They tell you in no uncertain terms to go screw yourself. they have fake evidence that contradicts your meter read, your billing information, and your usage history.
If you want to go for it, take date stamped photos.
It's kind of like having a team of shills trying to rip you off, and coming into your home to screw you over.

I worked for a Credit Card Company (V**A) and trust me there is more than you really want to know. Overdraft fee are just the tip of the iceberg. The bank I worked for even lost a class action for charging only 0.001 cent too much on EVERY FOREIGN transaction. The lawsuit costed them over 40 millions $ ( Canadian dollar ... but still ... ) |

I worked for a Credit Card Company (V**A) and trust me there is more than you really want to know. Overdraft fee are just the tip of the iceberg. The bank I worked for even lost a class action for charging only 0.001 cent too much on EVERY FOREIGN transaction. Here is some of it....
Testing Methodology
In order to evaluate the load at Mr. XXXXX’ home, the determination
was made to use the Mega Beast, which provides a known kW load.
The industry standard formula below was used to determine the time
in minutes to use 1 kWh:
t= 1 kWh
x kW (60)
The mega beast was connected in a manner that the meter would not
register any load except the load applied by the mega beast. The
mega beast applies a resistive load and we can safely assume a power
factor of 1. Before the tests began, XXXXXX tested for any other load
on the service and found none.
Timing was conducted using a wrist watch with a second hand.
Findings
The following data was collected:
Test 1 on Smart Meter # 73817844 (Landis & Gyr type ALF)
Applying 92.5 amps at 120 volts results in a 11.1 KW load.
With this given load, it should take 5.5 minutes to use 1 kWh
Observed Time: 2 minutes to use 1 kWh
Test 2 on Smart Meter # 73817844 (Landis & Gyr type ALF)
Applying 91.6 amps at 119 volts results in a 10.9 KW load.
With this given load, it should take 5.5 minutes to use 1 kWh
Observed Time: 2 minutes to use 1 kWh
The mechanical meter was then tested.
Test 1 on mechanical meter # 80216618(Landis & Gyr MX cyclometer
type mechanical)
Applying 91.4 amps at 120 volts results in a 10.9 KW load.
With this given load, it should take 5.5 minutes to use 1 kWh
Observed Time: it took 5 minutes to use 1 kWh
Test 2 on mechanical meter # 80216618(Landis & Gyr MX cyclometer
type mechanical)
Applying 91.0 amps at 119 volts results in a 10.8 KW load.
With this given load, it should take 5.5 minutes to use 1 kWh
Observed Time: 5 minutes to use 1 kWh
A second Smart Meter was then tested.
Test 1 on second Smart Meter # 93394135 (Landis & Gyr type
ALF)
Applying 91.0 amps at 119 volts results in a 10.8 KW load.
With this given load, it should take 5.5 minutes to use 1 kWh
Observed Time: it took 3 minutes to use 1 kWh
Test 2 on Smart Meter # 93394135 (Landis & Gyr type ALF)
Applying 90.3 amps at 119 volts results in a 10.7 KW load.
With this given load, it should take 5.6 minutes to use 1 kWh
Observed Time: it took 3 minutes to use 1 kWh

Conclusions
Based on the tests performed and a comprehensive audit of the
meters programmed with the computer containing the incorrect meter
multiplier, only three meters were found to contain a CT Multiplier of
2. Two of those meters were tested at Mr. XXXX’ home, and the third
was installed elsewhere on the system. As of July 9, 2009, the CT
multiplier has been corrected on all three meters. The data error has
been corrected, the Smart Meters have been confirmed to record kWh
correctly, the kWh usage will be correctly adjusted for this account and
this negates any further action.
It is in the best interest of XXXXXX’s membership for every member to
have a Smart Meter installed. As a result, XXXXX’s standard meter is
the Landis & Gyr Smart Meter, which XXXXXX intends to install at each
service location.
XXXXXX sincerely regrets this error and the inconvenience it has
caused our valued member.
