XXXXXX XXXX, XXXXX XXX and XXXX XXX arrived at Mr. XXXX’s
home at 10am. We attempted to recreate the hair dryer test Mr.
XXXX had preformed, but the hair dryer stopped working. XXXXXX
used the Mega Beast to load one phase of the service. See Testing
Methodology and Findings sections for more details.
At this point, XXXXX XXXX told Mr. XXXX we need to send the
meters for further testing by a third party meter testing center,
and we would be back in touch. The mechanical meter was
reinstalled and XXXXX personnel left the premises. XXX XXXX
telephoned Mr. XXXX approximately one hour later and validated
the findings to Mr. XXXX and his electrician.
July 9, 2009 (Summarized)
XXXXXX XXXXX and XXXX XXXX accessed the Landis & Gyr focus
configuration-net software program to verify all settings of the
Smart Meter affixed to Mr. XXXX’ house at the time of testing.
During this review of the meter settings, it was discovered that
on one computer the CT Multiplier was programmed at “2,” but
should have been programmed at “1.” Upon further
investigation, it was determined there was a data entry error by
a XXXXXX employee. This programming is only required for
meters to be used on a net metering installation. Only six (6) of
these meters have been programmed for net metering on the
entire XXXXX system. Of these six (6), only three (3) were
programmed in error. All three (3) meters were immediately
corrected upon this discovery.
XXXXX XXXX telephoned Mr. XXXX at or around 11:00 a.m.
CST to apologize for the error and to explain our findings on why
his kWh usage was not accurate. XXXXX requested the
opportunity to visit him again and relay this information in
person and re-test. During this call XXXXX also explained to
Mr. XXXXX that the meters were without a doubt functioning
correctly, and that the problem was simply the CT Multiplier. Mr.
XXXX denied the request and followed up with emails requesting
a written report of our findings and more information to include
data from internal tests and from manufacturer’s validation
testing. He also questioned the requirement for him to
have a Smart Meter.

Conclusions
Based on the tests performed and a comprehensive audit of the
meters programmed with the computer containing the incorrect meter
multiplier, only three meters were found to contain a CT Multiplier of
2. Two of those meters were tested at Mr. XXXX’ home, and the third
was installed elsewhere on the system. As of July 9, 2009, the CT
multiplier has been corrected on all three meters. The data error has
been corrected, the Smart Meters have been confirmed to record kWh
correctly, the kWh usage will be correctly adjusted for this account and
this negates any further action.
It is in the best interest of XXXXXX’s membership for every member to
have a Smart Meter installed. As a result, XXXXX’s standard meter is
the Landis & Gyr Smart Meter, which XXXXXX intends to install at each
service location.
XXXXXX sincerely regrets this error and the inconvenience it has
caused our valued member.

They are claiming their other regular meters don't need this "CT" programing?
I'm guessing that's a lie and EVERY ONE of their meters has been through their local programing machine and probably 50% of those have the doubling error if they only have 2 "machines" on which to program as they have indicated...
why the fuck do they have a setting that allows them to "skim" on the actual kilowatt hours anyway...

They multiply the load on your system by 2? How is that even a configuration point that is legal?

Just browsing the manual and that is exactly what it says....
All I can see as far as scaling might be to adjust for 110-220, 120-240 115-230 that sort of thing...the scaling would be a real low number...like 1.1234....not 2....they sound full of shit to me...that scaling seems to have a tamper proof seal as well...

Did you have your electrician check his own smart meter? Was his one of the three identified as deficient?
If not, I'm assuming that you have an AV rated trial attorney.
If you have independent corroboration that there are more than 3 deficient meters, then I think your next move is to talk with legal counsel.
This should be reported to the FBI (interstate commerce fraud), the Florida's Attorney General (consumer fraud), and the State's electric utility commission.
Local media might also get a thrill out of it.

Trin, Get your lawyer to look into all this...you have been robbed. Intentionally is what needs to be proven for this to go any further. Did your electric company knowingly over charge you? You took the initiative and questioned your bill, that's more than most folk would have done. This story needs to get to the national level so more people can look into their local billing with these "Smart Meters". Good Job Trinity!

The automated meters benefit both customers and the utility by giving customers online access to detailed data on their energy use and eliminating the need for customers to unlock gates or secure dogs for monthly meter reader visits. The new meters also give customers the ability to take advantage of SmartRate™, a voluntary summer program that can save them money if they reduce energy use during times of peak demand.
“PG&E’s SmartMeter™ program is a great example of how we are leading the way to better serve our customers,” said Helen Burt, senior vice president and chief customer officer at PG&E. “The SmartMeter™ program puts in place a foundation that will enable us to reach new levels of customer service and operational efficiency.”
The new devices replace traditional analog meters, which are read manually. The advanced, solid-state meters can be remotely upgraded as technologies evolve. In addition, the new meters include a home area network interface that customers will be able to use in the future to get real-time energy usage data, as well as automate management of their home energy use. These and other features such as power outage detection will roll out in the coming years as PG&E builds the applications to support them.
PG&E’s SmartMeter™ program began installing meters in 2006. By the end of 2011, PG&E will have installed 9.8 million SmartMeter™ meters for all customers, including 5.3 million electric and 4.5 million gas meters.
Customer response to the voluntary SmartRate™ program, which encourages customers to conserve during critical peak periods, has been very positive. The program rewards customers with a credit of nearly 3 cents for each kilowatt hour of electricity used outside of critical peak load periods, which occur only on the hottest summer afternoons and on no more than 15 days a season.
Said one customer who participated last summer: “This was one of the easiest (programs) I’ve ever joined. It not only saved us from high monthly electric bills when it was over 100 degrees, but it was also rewarding. It makes for a nice (credit) at the end of the month and saves us all energy and money.”
