Did you get any feed back from your electricians testing their meters.
Seems to coincidental that two meters tested corrupted.
I think this should be brought to the light of day.

Hi Trin, I've popped in on your evil meter threads (waiting for it to come to my town), didn't read them all and maybe this is a stupid question, sorry if this has already been addressed, but did you call your mayor?
This data is bad enough in terms of invasion of privacy, but I suppose it's the natural progression...Look at your usage data for being online, for your telephone, for your buyers club at the big box store, etc..
However, what's the real issue here is the fact that they have committed fraud. They have committed fraud, pure and simple.
They know they have committed fraud, and you can bet your left nut that they are scrambling behind the scenes on damage control. BET ON IT! I know, I work for a telephone company and have dealt with similar fraudulent billing issues, only I was a technical person who found out about the deeds in a round-about way.
Either they'll be stand up, honest people and correct their wrong doings, as well as the potential other customers, or they'll try to sweep all this under the rug, which happens with utilities, as I've witnessed. Although I work for a very large company, I don't doubt the same procedures are at work here:
Analyze the legal liabilities, consult legal department.
Assess cost of litigation versus losses to actually credit customers for alleged fraud.
There will be a cold, calculated business decision based on that, and I think you are the wrench in the works, so to speak.
The fact that you are getting the unexpected co-operation ( by me at least) tells me that you might be dealing with an honest mistake, but not to dismiss the blatant disregard for doing honest business. It truly is probably more than border line criminal, and I'm sure some attorney is conveying that concept...LOL!

I used to work for a corporation that owned and operated methadone clinics. It was owned, ironically enough, by an active alcoholic. They're philosophy was quite simply that if you got caught doing illegal things and fined that it was the "cost of doing business." They were busted by MediCal while I was there and fined several million dollars. Among other illegal things they were pulling a scam and billing MediCal for "nutritional therapy" on clients and collecting around $25 a shot for dispensing a cellophane packet of vitamins to each person that they would pick up by the box at CostCo for pennies.
Corporations are disgusting.

I'm pretty mellow but I called my city when the damn subcontractors for the electric company came and cut down large tree branches in my yard. Left trash, pulled out flowers, and trashed my veggie garden.
Their response was that they would refer it to the law director.
Of course talk is cheap...I've had no followup yet. But like me, you are not the only one to get that new smart meter and have problems with it.

Strange, there doesn't seem to be many other people having these same issues with their smart meters. A google search doesn't show many people having issues.
I did however find this one guy:

The utility predicts it will eventually be able to remotely control customer appliances, reducing peak demand by turning down an air conditioner, or shifting customer use to off-peak periods when power costs less.
The one common thread among all of the networking options is the need for power. While a wireless solution may indeed shun wires, its access point is still going to be plugged in at some point. That power cord, for example, can tie the wireless network into the home's overarching power-line network.

Only 2 individuals and 3 units total, and no others.
Are they certain? They seem to be as they have provided this information to you in writing as fact.
If you have that written assurance, and 1 other person (who is not the "other guy") finds a problem with their meter, well then ...
And I wouldn't stop at having just the electrician test his meter, as that is the first meter I would "fix" if I knew that he (one with a specific skill set, and now motive) was privy to all the things that have occurred with your meters.
Are there any "other meters" that may be suitable for some "random testing" by an "independent, honest, non-biased" company?

Would it do any good to circulate a petition and present it to the state utilities commission? Or maybe class action it with some attorney eager to make a name for himself. Don't know how true it is but was told by a meter reader once that he knew of people who placed a fair sized magnet next to their meter and it drastically reduced the numbers.
The spooky thing here is the remote control of usage.
