Its even worse than that... consider a point that was brought up in today's senate testimony: A country like China, who has lots and lots of money to throw around (which they usually use to buy US treasuries)... whats to stop them from instead cornering the market on energy credits? They are going to be traded on the commodities market, just like anything else. If China held the vast majority of these, they could drive the prices sky high for any US company wanting to buy the credits, effectively driving all but the cleanest countries in the US out of business.
THIS is why I wish people would shut the hell up about 'man made climate change isn't real'. It just doesn't matter right now. This bill has almost nothing to do with climate change, and proponents of the bill would LOVE to draw you into a discussion about climate change to distract from what is really going on here. Paying for the true cost of our development should be built-in to our fiscal systems, the many needed luxuries we enjoy, and the massive infrastructure our Western-style living needs has a cost for the whole planet, and this cost needs to be factored in.

I am interested in cap-and-trade programs because they would let the market, not the government, dictate how to lower harmful emissions. I believe that we have the technology and ability to meet the challenge of climate change in a way that will provide new economic opportunities and make us more competitive internationally while protecting consumers from high energy prices and breaking our dependence on oil.
Global warming threatens Florida's fragile ecosystem and $60 billion tourism industry. Rising sea levels will encroach on Florida's pristine beaches and harm coastal wetlands and the Everglades. Increased carbon dioxide and water temperatures will damage sensitive coral reefs and endanger Florida's diverse marine species. A scientific study by the Intergovernmental Panel on Climate Change concluded with 90 percent certainty that global warming is caused by the accumulation of man-made greenhouse gasses.
On June 26, the House of Representatives passed H.R. 2454, the American Clean Energy and Security Act of 2009. The Senate is expected to consider legislation to address energy independence and climate change in the fall.
