This only happens because the Major is "employed" in the US Army and there are laws that demand he not question, only after he signed on the dotted line, thus he is under contract.

If he were not in the Army he cant be touched. He also can't be touched if he had filled out his UCC-3 form claiming his Strawman and all of his property and rights. After he becomes a real person, the government can't touch him without being illegal.
