First what people are saying:

Joseph Moshe is an Israeli Bio Medical Expert.
He wanted to warn the public about the danger of death, disease and sterilization from the upcoming swine flu vaccine.
He was able to withstand half an hour of tear gas because of Mossad training.
One of the Italian victims of the Hudson River crash (helicopter and plane) was also a bio chemist.
The plane and helicopter were crashed deliberately.
The medical organization recently giving free medical care to thousands at the Forum is involved in giving these swine flu shots to members of the underclass.
The microwave black ops truck fried all his electronics making it impossible for him to use his cell phone to warn people or car ignition to attempt to get away.
He rolled down power windows independently of these electronic operations (manual motors).
He was never arrested.
He was deported back to Israel.
He was killed.
He is in a FEMA prison camp (or some such variant).
The mental illness story was a cover.
The fight he had with his mother for three days was warning her not to get a swine flu shot.
The person who got out of the car during the chase? was really him-he was so well prepared he used a lookalike to take the fall.

Well whatever the truth it is a weird story.

Here's what I can decipher as likely being true:

Joseph Moshe is an Israeli Bio Medical Expert.
This had nothing to do with swine flu vaccine.
He was able to withstand tear gas because of previous exposure in his work (and/or Mossad training).
None of the Hudson River crash victims were bio chemists.
The plane and helicopter were not crashed deliberately.
The medical organization at the Forum RAM (Remote Access Medical) is legitimate and has been around for a few years. They have several more events scheduled in the United States in the immediate future. They would not knowingly or willingly participate on a rogue experiment on the underclass. Their likely motivation is to point out how many uninsured there are during this long term public debate and provide care for them. Besides that I don't remember swine flu shots being mentioned in any news stories from any source about the Forum medical care patients.
I doubt there was any need to fry his electronics since no one would take him seriously anyway under the circumstances even if he did talk to the media.
The power windows did or did not have independent motors or they were simply manual.
He was likely taken to a mental facility for evaluation, not arrested considering who he is.
Whatever threats he made toward the White House were rambling incoherent nonsense-but he made them to a law enforcement officer checking on the misdemeanor warrants he had (according to the Daily Breeze) and they had to be reported as serious under the circumstances. One person who has been harassing myself and a girl for months has made threats against the Obamas, but he made them to me via text message not to a police or other law enforcement officer in person. I reported them to the Secret Service and some remain on my website as protection in case he does try anything to hurt us. It is not the policy of the Secret Service to disclose anything in regards to how they conduct investigations.

He does indeed sound mentally ill. I'm writing a story partially set in a psychiatric hospital and I am well aware this can happen to anybody. Bio scientist, non scientist, you name it. I have no doubt this person was having some major difficulty and the whole thing was likely generated by the police either answering a neighbors or family members call or attempting to serve misdemeanor warrant(s).
I don't recall anybody getting out during the chase (which I didn't see) and it certainly wouldn't be the policy of the police to let such a person just walk away during a chase.
The Israeli consulate is located near the Beverly Hills border on Wilshire Boulevard, about five miles away from the Federal Building where he drove.

I'm curious what kind of "training" could permit Moshe to sit through 4 (or was it 5?) cannisters of tear gas, as well as a good dousing with pepper spray.

Psychological training to endure pain is one thing, but can such training overcome physiological effects, natural bodily reactions to irritants, such as swelling?

The waiting, the closing off of the streets and buildings around there, the gross inconsideration for the businesses and people around the site, none of that makes any sense to me. They can walk up to the man in the car and get him out. Period. The inconvenience to the public by waiting makes no sense unless there is a hostage involved, and even for humane reasons, in the hot sun, they should not keep things locked up so long. The cops are crazy.

If you don't intuitively understand the difference between walking around while on fire until you can't walk anymore and collapse and sitting through 4 cannisters of tear gas and a soaking in pepper spray, then there's little I can say that will clarify it for you.

You really expect them to do that when (a) they're dealing with a known crazy with an uncertain outcome (b) an audience of thousands? hundreds of thousands? maybe even millions? is watching this play out on Live TV?
