The EU has already started caving in on this
matter. (There was something in the media about
GM maize on "try-out" the other day - sorry, no link.)

I hope the ecologically minded farmers keep their wits about them long enough to resist this and protect their seed banks. I don´t really know how all that works, though. Seems like Novartis handles most of all that over here.
