1. How can there be a mandate that everyone be vaccinated when there are not doses enough to vaccinate the entire population of the country?

2. Would you feel differently about the scenario presented by Evensen if the people stopped at the roadblocks were illegal immigrants fleeing H1N1 in their home countries?
