That's what I think also. But she sounded like the light thingys WERE the bracelet. Or at least that's what it came off to me as.

NOW HERE IS THE PART EVERYONE SHOULD READ...
As far as the military wearing them (the IR lights), they will be infra red light...so invisible to the naked eye. If you have even the crappiest NV or even camera with night shot you will be able to see them...just hope the bad one's are too stupid to think about this. Another thing, it's possible that they will only be on if activated, like let's say by one of their friendly's if they think they see someone that could be on their side.

The drill may have been about making the shot mandatory. I think the actual event prepared for would be to RFID chip people for THE MARK.
