what I see here at the 27 parallel is lights of a staight line moving in a circlular pattern clockwise and then counter-clokwise. The sky is hasy but relativly clear.
The circle of motion is very wide .
Yes! I see this too in Florida. It looks like those flood tower lights that casinos use, but they do some patterns I don't think those machines are setup to do.
It is a very wide pattern and only appears to be visible when it hits a cloud.

I have a couple of video links, but patience please. It's hard to see this light at first. It was night, and harad to pick up clouds at all, so I was glad to get the footage even if it is hard to see.

I first noticed this winter of 2007. I'm on the far outskirts, and there aren't ground spotlight things around.
One of these large flat oval cloudships a couple of miles long was parked a few hundred feet above roof line one night, and had a hole in it's center right above me. Then the interior spotlight thing started right there.
It was a year later before I could get video that showed it at all.
Watch this winter. It seems mostly a cold weather front thing. I've seen it the night before a front comes in, and after a front blows through. It looks like the small craft are being called in, grouping, while the light runs. When they are all docked together, it will seem to dissipate or just vanish.
