They are using high energy antennas like HAARP to disturb the ionosphere and then observe what happens and be able to map the current (pardon the pun) state of the plasma... Ionosphere is linked to weather on earth, they are performing ionospheric research, you do the math.

Ionospheric interactions

The goal of my ionospheric interactions project is to understand more about the physics of the electric gas of which the ionosphere is composed. This gas is called “plasma” and consists of positive ions and negative electrons. The ionosphere, along with the magnetosphere, is the highest layer of the earth’s atmosphere and is also the part of outer space closest to us. The large majority of satellites, including the space shuttle, orbit within the ionosphere, The ionospheric plasma results when the neutral atmosphere absorbs solar gamma, X, and UV radiation, protecting life on earth and offering us the opportunity to investigate the plasma state in a “laboratory without walls”. We do this by transmitting shortwave radio signals into a small region of the ionosphere directly overhead, and we study the interaction between the radio, ion, and electron waves, and the turbulence which results from this interaction. It is the same idea as throwing a rock into the sea to study the physics of water waves. The rock makes temporary changes which are very small in comparison with the natural waves, just as do the shortwave radio waves which we “throw” into the ionosphere.

The project is particularly interesting since more than 99% of the universe is in the plasma state, and knowledge which we learn by studying plasma turbulence in the ionosphere can be applied to many other areas of astrophysics and also to laboratory plasmas such as those used for processing silicon wafers and for developing fusion power. For our observations we use the atmospheric radars of the Arecibo Observatory in Puerto Rico and the EISCAT Observatory in Scandinavia, which are the only two locations worldwide possessing the facilities needed for this type of research.

During the past year we have clearly identified for the first time through observation the two major turbulent regions during experiments at EISCAT. These two regions are located approximately one kilometer apart, at an altitude of about 200 km. In addition, we have observed an unusual phenomenon in which shortwave radio transmissions, which normally reflect from the lower ionosphere, may “tunnel” through into the topside of the ionosphere. This effect is important for understanding how radio waves travel through space, and we may also use it as a tool to help us in further investigations of plasma turbulence.

This project is supported by the National Science Foundation (NSF) with co-sponsorship from the High Frequency Auroral Active Research Program (HAARP).

For a start I wish people would quit asking for the gov to do something about climate change, because all they will do is create a carbon tax and make money off it. It will not stop the climate from changing... We need to make the governments use your money to study the atmosphere and bring different scientific disciplines together and work with other scientists around the world and share data and observations... Only when we understand what is going on can we even begin to think about what to do about it.

And what if someone has worked out a way to disrupt or create weather events but instead of using that technology for the good of all humans they use it for control and self gain...

Given all the extreme weather ramping up in the past several years, "coinciding" with a rise in excess charged particles from unknown sources as well as known, increase in GRBs getting through the interplanetary magnetic field (IMF) because it is now approx. 30% weaker. When the sun is active the field is stronger and it blocks most of the incoming energies but not all, and the ones that do get through interact with our magnetosphere and most of the atmosphere. Right now as everyone should be well aware, the sun is experiencing a deep minimum with extremely low levels of activity.

Some people say that we're passing through a more denser or more energetic part of the universe and/or galaxy (which is no longer a spiral arm galaxy as we first thought). Whether this is true or not, the effect from the increase in the high energy particles hitting us in the form of gamma ray bursts and galactic cosmic rays alone is already noticeable...

If we finally understand exactly how the atmosphere works and how the energies get distributed (called Earth's balance of energies) and what interactions take place in the varied layers of our atmosphere then we might find that reducing CO2 emissions and stupid things like carbon tax won't do much compared to the forces and energies at work...

Quite a few distant galaxies turn out to be cosmic delivery rooms. Large numbers of massive stars are born in the hearts of these starburst galaxies, and later explode as supernovae. In the remnants they leave behind, particles are accelerated to very high energies. Astrophysicists have now used the H.E.S.S. telescopes to make detailed measurements of the gamma rays from the NGC 253 galaxy. As predicted, these high-energy rays originate from the region of maximum supernova activity close to the center. (Science Express, September 2009)

At a distance of some twelve million light years away, NGC 253 is one our closest spiral galaxies outside the so-called local group of our Milky Way and its companions. Observations in the visible light as well as in the infrared and radio frequency ranges had already shown there was a small region at the center of NGC 253 which gave birth to a very high number of stars. This region exhibits a very high density of interstellar dust and gas.

The high-mass stars born in this region use up their nuclear fuel relatively quickly and stagger into an energy crisis at the end of their life. The nucleus collapses while the star destroys itself in one final explosion. Such a supernova suddenly flares up a million or even a billion times brighter than before. The charged particles accelerated to very high energies in the remnants of such explosions react with the surrounding medium or with electromagnetic fields to generate extremely high-energy gamma quanta.

Between 2005 and 2008, astrophysicists used the H.E.S.S. telescope system in Namibia over a total observation period of 119 hours to detect the expected gamma rays at energies exceeding 220 GeV (billion electronvolts). The source of these rays lies precisely at the optical center of NGC 253 and appears as a point to H.E.S.S. This makes it the weakest source discovered to date in the very high-energy gamma radiation range.

The flux of radiation from the starburst region of NGC 253 measured by H.E.S.S. implies an enormous cosmic ray density - more than 1,000 times higher than at the center of the Milky Way. Moreover, the high gas density makes the conversion of cosmic rays into gamma rays around one order of magnitude more efficient. Accordingly, the central region of NGC 253 shines around five times as brightly in the light of gamma rays as all the rest of the galaxy together.

They are also upgrading that H.E.S.S. telescope system to be able to see energies higher then those they can already. There are 3 types of galactic cosmic rays and GRBs, normal, high energy and ultra high energy. At first scientists thought that GRBs and cosmic rays were produced by separate exotic objects but lately they have discovered that galactic cosmic rays (GCR) create GRBs when they get accelerated in gases and EM fields. GRBs are created here on Earth above giant thunderstorms too, called Terrestrial gamma ray flashes in which the charged particles are somehow accelerated and flung out into space.

We have never directly observed where GCR come from but the current thinking is that they are produced by exploding stars and their remnants, be it black "holes" or neutron stars etc. GRBs have been directly observed coming from various sources such as magnetars, neutron stars and the centre of galaxies (which all have supermassive black holes).

I find it amazing and strange how these particles and energies from thousands, millions and even billions of light years travel and bounce around until they hit us (GCR bounce off magnetic fields) and cause atmospheric changes and weather events. Why has there been no official confirmation of the weather events being caused by events from space despite all the mounting evidence and data?

Isn't it enough to see how at first they were calling the current Earth changes "global warming" and then went with "climate change" when it was obvious the Earth was not simply warming up... Why do people think space is empty? Space is anything but empty... it's full of particles/waves and interactions of such macroscopic scales that we have only barely begun to understand them. Not to mention the prevalent force of electromagnetic radiation.

Just want to point out that this is only a tiny fraction of the information I have collected and learned about the matter, there is so much more out there in peer reviewed papers, thesis, articles and data to support all of this. But it is the easiest to understand. At the moment the focus is on cosmic rays and clouds, however I have witnessed many more weather events occuring at the same time or within a short period after something has hit our magnetosphere. Such as cyclones and hurricane and typhoons. If it is a constant barrage of energy then the weather events GROW in size, power and intensity. Too much of a coincidence for me.


9. CONCLUSIONS
Effects of space particle flux variations on clouds and
climate have been reviewed in the context of two proposed
mechanisms - electroscavenging and ion-mediated
nucleation. The particle flux changes directly affect
atmospheric concentrations of ions, and indirectly affect
the density of space charge in the troposphere via
modulation of current flow in the global electric circuit.
The two proposed mechanisms respond to changes in space
charge and/or ion concentration, and are likely to affect
properties of clouds such as droplet size distributions, cloud
albedo, infrared opacity, precipitation rates, cloud lifetimes,
and hence fractional cloud cover. These cloud and
precipitation changes in turn affect atmospheric
temperature and dynamics. The effectiveness of the two
mechanisms depend on latitude as well as altitude, cloud
type and atmospheric sulfate content.
Considered together, the two proposed mechanisms have
the following strengths and weaknesses. Strengths:- the
observations of the decadal variations of clouds and
atmospheric dynamics are consistent in a number of details
(such as variation with latitude, and effects related to the
presence of atmospheric sulfate) with one or other or both
mechanisms. There is adequate available energy and
relative amplitude to drive the observed atmospheric
changes. Weaknesses: - there is no decisive result at
present to determine how much of the observed decadal
variations are due to particle flux inputs as compared to Page 17

total or spectral irradiance changes. (However, there is no
such ambiguity concerning the correlations of atmospheric
dynamics with particle fluxes on the day-to-day timescale.)
Quantitative evaluations of various aspects of the cloud
microphysics have not yet been made. For example, for
IMN the growth of the ultrafine particles to CCN size has
not yet been modeled, nor has the effect of changes in
droplet size on eventual cloud cover. For
electroscavenging, the cloud processes linking ice
production rates with precipitation rates for various types
of clouds has not yet been modeled. Field measurements
on the global circuit as well as on cloud microphysical
parameters are needed, together with laboratory
measurements of IMN and electroscavenging.
Clearly there is a great deal of modeling that is needed in
order to provide quantitative relationships between
atmospheric ionization and macroscopic clouds properties.
However, models of the radiative and dynamical
consequences for climate of estimated precipitation and
cloud cover changes could be made with present
capabilities. Improved cloud cover and precipitation data
covering more solar cycles would be useful for validating
the present observational results, and as more accurate
inputs into global climate models.

It could be a close GRB source or a neutron star or magnetar or something. FYI to those people who are interested in HAARP. The HAARP instrument uses ELF and VLF at high power to "see" the ionosphere in 3D. The weather events are NOT CAUSED BY HAARP ITSELF. This is important, because the weather events after activity on HAARP is important and also goes to prove the links between these galactic cosmic rays and GRBs causing weather changes and events. HAARP merely shows activity within the ionosphere and that is one important area for weather formation as well as the particle and energy interactions with our atmosphere.

Average temperatures have not increased for over a decade
This headline may come as a bit of a surprise, so too might that fact that the warmest year recorded globally was not in 2008 or 2007, but in 1998.

But it is true. For the last 11 years we have not observed any increase in global temperatures.

And our climate models did not forecast it, even though man-made carbon dioxide, the gas thought to be responsible for warming our planet, has continued to rise.

So what on Earth is going on?

Climate change sceptics, who passionately and consistently argue that man's influence on our climate is overstated, say they saw it coming.

They argue that there are natural cycles, over which we have no control, that dictate how warm the planet is. But what is the evidence for this?

During the last few decades of the 20th Century, our planet did warm quickly.


Recent research has ruled out solar influences on temperature increases
Sceptics argue that the warming we observed was down to the energy from the Sun increasing. After all 98% of the Earth's warmth comes from the Sun.

But research conducted two years ago, and published by the Royal Society, seemed to rule out solar influences.

The scientists' main approach was simple: to look at solar output and cosmic ray intensity over the last 30-40 years, and compare those trends with the graph for global average surface temperature.

And the results were clear. "Warming in the last 20 to 40 years can't have been caused by solar activity," said Dr Piers Forster from Leeds University, a leading contributor to this year's Intergovernmental Panel on Climate Change (IPCC).

But one solar scientist Piers Corbyn from Weatheraction, a company specialising in long range weather forecasting, disagrees.

He claims that solar charged particles impact us far more than is currently accepted, so much so he says that they are almost entirely responsible for what happens to global temperatures.

He is so excited by what he has discovered that he plans to tell the international scientific community at a conference in London at the end of the month.

If proved correct, this could revolutionise the whole subject.

So, the skeptics and the global warmist movement are both right AND wrong. The sun is only partially responsible for the EXTRA heating we were getting. Anyone notice that not one climate "expert" has even brought up the fact of charged particles from galactic cosmic rays? (normal cosmic rays are from the sun). As well as the insanely high energies of gamma rays impacting our atmosphere and magnetosphere which lead to extreme weather events like cyclones and EQs and volcanism.

If the subject of global climate change is so popular, makes me wonder why the truth about the whole matter is not. Like I stated before, it is most likely because with a threat like global warming attributed to man made emissions can be seen as fixable and a problem we can overcome... whereas in reality it is far more complicated then that and we don't understand all the complex interactions and goings on of our atmosphere, yet.

Don't be fooled people, you can't "fix" our weather, you can't stop any heating or cooling, especially not with another tax like a carbon tax!

The economic turn down is greater then reported, the use of fossil fuels is really very low so there is less global warming at this time. That is why it seems cool at this time.

I'll try to find if there was a GCR (galactic cosmic ray) flux before too. Or even a magnetar or pulsar burst, those usually bring with them extreme events including sudden heating of the atmosphere.

If the wereold is under attach from globule warming (which i'm incline to understand) then truly we are under attach.
We may be no longer under attack by globule warming but that doesn't mean we are not under attack. The depression may have saved us from globule warning BUT now we are looking a freeze down like never before for mankind if the the Sun stays spotless.

This information is hard to find, cosmic rays are measured by using neutrino detectors on Earth. The problem is when a burst of charged particles enter our atmosphere it starts what is called cosmic ray spallation, it starts to break down to smaller sub atomic particles and showers down to the ground.

"Cosmic ray spallation is a form of naturally occurring nuclear fission and nucleosynthesis. It refers to the formation of elements from the impact of cosmic rays on an object. Cosmic rays are highly energetic charged particles from outside of Earth ranging from stray electrons to alpha particles. These cause spallation when a cosmic ray (e.g. a proton) impacts with matter, including other cosmic rays. The result of the collision is the expulsion of large members of nucleons (protons and neutrons) from the object hit. This process goes on not only in deep space, but in our upper atmosphere due to the impact of cosmic rays."

This thread keeps being systematically buried by useless and pointless crap. Makes me wonder why the fact of these space events affecting our weather has never been publicly admitted, despite all the data, evidence and observations...

You can't fix a changing climate by putting in cap and trade policies, especially when the major factors are not co2, but charged particles, electromagnetism and atmospheric interactions we don't understand fully yet. But your governments will not be telling you that since they want this extra tax put in. They are simply making you BELIEVE that man is responsible for this climate change and therefore YOU, the public, will ask for the government to fix it by adding in this tax...

And remember, it's not called "global warming" anymore but climate change. Officially.

Thanks and yes, the info is spread very thinly around, it's because these subjects are still relatively unknown, considering we've only known about GRBs and cosmic rays for roughly 100 years and only now have the technology to study them better. I have over 100 links to pages with this kind of information, years worth of searching and learning almost. Just waiting for more interest and maybe some still debunker from the US navy like The Guy to show up before adding anything else. As it is it's sufficient to get the point across.
