I think to be affected by karma one needs a conscience to learn with. These folks have none so what would be the use ?

If you live without conscience while on earth and try to have it all in a self designed heaven you get whalloped after you die with intense hellish states, conversely if you take your karma while on earth as lessons earned and hold on the afterlife has pleasant places for you. The energies balance themselves until equipoise is realized.
