I have found that the Bible always explains itself if you will search it out. Revelation is mostly allegory. The waters are 'peoples', as explained in later scripture. We mustn't take scripture out of context to make it fit a certain point of view. There are many clues as to the identity of the 'Great Harlot' the 'Great City' and her downfall and destruction. She sits as a "Queen." Obviously she has a husband who is a 'King.' Her punishment is divine judgment for killing the saints and prophets. This is repeated several times but some people overlook the clues. Jesus said,
"No prophet can die outside Jerusalem."
The Great City is called Sodom, where the Lord was crucified.
God's divine judgment came upon Jerusalem and the Holy Temple and the Israelite nation of people. She was a world trader, even Solomon traded with other nations, and Jerusalem became the trade center of the world. She was destroyed by Titus and the Roman army in 70 AD. I believe this was God's 'Covenant wrath' upon these people because they did not keep their covenant with God. They stubbornly refused to believe that they were in need of salvation and needed to accept salvation by faith in Jesus/Yeshua. The law was given so they could see they could not keep it, but they were too proud and too 'stiff necked' to acknowledge their complete and utter helplessness.
