I recently found this article that points to the fact that "Pre-Crime" is in the works via The Channel Project in the UK and they deem it as:

In the same Independent article,a UK Home Office spokesman comments, "We are committed to stopping people becoming or supporting terrorists or violent extremists. The aim of the Channel project is to directly support vulnerable people by providing supportive interventions when families, communities and networks raise concerns about their behavior."


SO is Obama steering the US in the same direction towards a predictive intelligence that would pre-arrest and then hold for "prolonged detention"?? It does appear as he stated in the video that his administration will construct the legal framework.
