This is the Presidential drill team but Obama makes them do it without the sword and guns for some reason.

I think he was referring to this past graduation ceremony at the Naval Academy. President Obama gave a speech there, and there were no swords allowed. Even though they are a ceremonial uniform item.
Edit: They are optional, of course, but were explicitly forbidden for the President's visit.
