Julia Malado (not her real name) loves her three children so much. Her love

made her decide to slave as an overseas maid in Hong Kong to give her children a better future.



Unfortunately, the day she left to seek employment was the beginning of hell for her two daughters.



Her eldest daughter, Katrina, against her will and through violent physical harm, was sexually molested by her father several times. Not content with his devilish acts, the father turned to the younger daughter, Mina, for his carnal desires.



This scenario is a living symbolism of a tool kit against child sexual abuse called, "Daughter," A Story of Incest in the Philippines developed by a non-governmental organization working for children's rights — The Stairway Foundation. It also personifies the growing and alarming rate of incest cases in the country as caused by the migration of mothers who leave to work abroad for the welfare of their children.



Singaporean journalist Abby Tan, who has written several child sexual molestation articles, says there is a growing public concern over a disturbing new trend of domestic child abuse in the Philippines. This is about incest, and many studies link the problem to the weakening of the Philippine family unit and the trend for poorer parents to spend long periods abroad as migrant labor.



Possible Causes



So what is incest? According to the Women's Legal Bureau Inc., an NGO working on migrant women workers,



There is no common understanding of incest. Even researchers and experts have different definitions. The lack of a common definition leads to a confusion in data and hampers the determination of the actual number of incest cases that have been reported.



For instance, a 1996 study of the University of the Philippines Center for Women's Studies does not provide a definition of incest even as it reported a growing percentage of case studies.

Thus, the Bureau of Child and Youth Welfare (BCYW), part of the government's Department of Social Welfare and Development (DSWD), clarified that until 1995, they defined incest as sexual abuse committed against children and adults by persons related to the victims by blood. The BCYW expanded its definition in 1996 by including sexual abuse committed against a person by any member of the household. This may also include home helpers.


Definition aside, what is obvious is that there is an alarming number of sexual cases among family members whose mothers leave as migrant laborers either voluntarily or with the use of intimidation, physical threats, and bodily harm.



A recent joint study by the United Nations Children's Fund (UNICEF) and the University of the Philippines Center for Women's Studies Foundation found that the culprits in a third of the reported cases of child sex abuse were relatives — usually the father or uncle. The research indicated that 70 percent of children did not report the abuse; they suffered in silence.



A DSWD study in 2000 showed that the majority of the perpetrators of child abuse are acquaintances, followed by neighbors, and one-third are fathers of the victims. Uncles, brothers, employers, and cousins follow in the ranking.



In a report to the Philippine Congress, the DSWD disclosed,



62.5 per cent of child-abuse cases reported in the last years were not filed in court by the children's families because of loss of interest in the case.



The term "loss of interest" usually suggests that the families were either bribed or pressured into withdrawing their complaints.



There has been little research into the causes of this social phenomenon. Speculation has centered on the breakdown of the Filipino family unit. Children from poor backgrounds often have one or both parents working abroad. Many youngsters are left in the care of relatives.

Attorney Raymond Botengan of the Benguet Provincial Prosecutor's Office confirms such research findings. "Many alleged guilty perpetrators have gotten away scot-free because the victim, often the daughter or niece, failed to sue or stand as witness."

"The main reason is that the victims are ashamed of people knowing of their situation because it does not only put them to shame but all of those in the family," he added.

In Silence

The reality portrays how child abuse is so frightening in this country, as in other countries. More so because the culprits, often fathers, look at their children as their belongings, such that they can do whatever they wish to them.


Sexual abuse by their own parents leaves deep scars on the victims. It is a violent act that does not necessarily require use of physical force, and therefore it easily leaves the abused children with the false notion that they bear responsibility for what is happening because they somehow gave their consent. A sense of guilt is added to the children's feelings of pain, shame, and confusion.



The Women's Legal Bureau study showed that child abuse offenders do their evil deeds by design.



Sexual abuse is not about individual touching acts, but about relationships. Sexual offences begin far before the touching. They begin in the mind of the sexual offender.



Sexual offenders use common and healthy human relationship skills for very insidious reasons. The process of grooming is not unlike courting between a girl and boy prior to marriage, and it allows the offender to recognize the needs of the child; these needs are later used to develop a relationship with the child and possibly the family.



Since all children have one or other vulnerability, this is manipulated by sexual offenders who will search for and find that particular vulnerability. The offender may become the father figure or the math tutor; and in a way that also pleases the adults surrounding the child. In time, touching will begin.



The study added that usually, the offender desensitizes the child to this unusual touch by putting it into a context, such as sex education or love. This desensitizing eventually leads to sex. At this stage, the child is confused but has grown to love the offender and knows that the family approves of this adult; this confusion is multiplied with instances of incest, the study said.



In cases of incest, the child is given the inappropriate burden of protecting the offender from jail, keeping the family together, and keeping the abuse silent. This inappropriate burden often causes the child to accommodate the abuse by convincing herself that the relationship and actions are all right, because the offender is loved and respected by others. To cope with the situation the child accepts the context the offender has made, such as love, and keeps silent. This is referred to as the Child Sexual Abuse Accommodation Syndrome (CSAAS), the study concluded.

Perhaps it has been this process that Katrina found herself in. And she finds no one to turn to for help, especially when she said to her mother Julia who arrived last Christmas.

"Mama, father has been touching me." To which her mother, who never asked the details, said, "It's alright, he is your father."

Shocked, Katrina helplessly turned and wept in silence, as all victims of child abuse do.

This reminds me of the recent accusations leveled at Australian Aboriginal communities, an excuse to dehumanise the natives to allow Canberra to carry on their plan to eliminate the Aboriginals without international interference. Of course the white European community wouldnt harm kids, would they? Almost every Australian I have met has given me examples of the abuse that lies beneath the surface in the "lucky country". I've even received information regarding the sexual abuse and ritual murder of kids at the hands of the Australian elite, which backs up the claims from many western countries concerning the appetites of those in power. People in glass houses shouldn't throw stones.
