Fish can swim and so can you Donkey. And in the exact same way. You are right, the laws of physics apply. The equal and opposite reaction is between you and the water. The water is pushed back and you or the fish is pushed forward.
We can't do it in air with our arms because air is not dense enough and gravity is to strong. We can't defeat gravity with just air under our arms. We have to use wings to create lift. Birds can do it the easiest because they are light and have hollow bones.

1: They don't just "wag" their tails, there is a purpose and direction behind it. A dog just "wags" it's tail.
2: You are wrong, the equal and opposite reaction is the fish moving forward, they do not stay stationary.
3: Propellers? What powers the propellers?
4: A person flapping their arms stays stationary is due to weight-to-power ratio along with the lift-to-drag ratio. Even if a human attached some sort of wing to their arms to gain enough surface area for the proper lift, the human wouldn't be able to generate enough power to overcome the weight.
