Although this action is provocative, it is probably not illegal.

The twelve mile limit is generally accepted as national waters, the 3 mile line is more factual.

Another line defines the Exclusive Economic Zone (EEZ) which generally extends over the continental shelf, or out to 200nm. In the case of straits, the middle is usually defined. Within this zone, nations have specific boarding and enforcement rights.

The right to board and inspect and the right to seize and detain are quite different issues. Consider fisheries and pollution enforcement for instance.

Cargo must be officially documented at the port of departure, and officialy documented at the port of arrival. This is particularly true with respect to weapons.

This was not under a "false flag" but a flag of convenience.
Quite normal and legal.

The Captain and crew denied knowledge of the cargo, thus one may conclude that it was undocumented. Although I do acknowledge that "papers may often fly over the side during rough weather".

If this vessel had been openly carrying proper documentation, the boarding may have been legal, the seizure not.

IMO, the boarding and seizure are legal and defensible.

The troops found the weapons and ammunition cache hidden behind what appeared to be a civilian cargo.

According to the officials, the vessel carried advanced weaponry including missiles, and the incident was apparently similar in scope to the seizing of the Karine A ship intercepted in January 2002 off the coast of Gaza. That boat carried some 50 tons of military equipment including Katyusha rockets, antitank missiles, and high explosives.

The ship is currently docked in the Ashdod port, and being unloaded for further inspection.

Defense Minister Ehud Barak commended IDF Chief of General Staff Lt. Gen. Gabi Ashkenazi and Navy Commander Vice-Admiral Eliezer Marom.

"This is another success in the incessant battle against the smuggling of arms and military buildup by terrorist organizations who threaten Israel's security," he said.
