• Fifty years ago, all Europe looked to the United States for help. Ten years ago, Poland did as well. The question is no longer what others can do for Poland, but what America, Poland and all of Europe can do for the world.

The Verkhovna Rada Committee for European Integration has reviewed and supported a government-submitted bill that would improve legislation governing financial services.

The draft amendments to the Law "On Securities and the Stock Market" aims to prevent the use of insider information on the Ukrainian stock market.

The bill aims to "clarify the meaning of 'inside information," establish a clear mechanism for identifying information as being insider information and applying these rules only to stocks that are registered on the stock market, and establishing requirements for the quick release of such information.

During the committee meeting, they noted that the bill meets the requirements of EU law and provisions of international documents.

The Cabinet of Minister has asked Parliament to vote for the allocation of 1 billion UAH to fight the epidemic, Parliament Speaker Volodymyr Lytvyn said during Tuesday’s parliamentary session.

"The Cabinet of Ministers introduced a bill in Parliament to amend the 2009 state budget which will allocate 1 billion UAH into the reserve fund of the Cabinet of Ministers for the continued distribution of funds to address the current situation which has arisen,” explained the Speaker.

Volodymyr Lytvyn ordered the specialized committee to review the bill submitted to parliament as the first order of the day.

As is generally known, the bill, submitted by the government to Parliament foresees making changes to the 2009 state budget in the budget line item to finance the fight against the flu epidemic.

Earlier, First Vice-Prime Minister, head of the State Emergency Anti-Epidemiological and Anti-Epizootic Commission Oleksandr Turchynov stated that government has already earmarked an additional half a billion hryvnia for the fight against the H1N1 flu. Now, the Cabinet of Ministers is asking the highest law making body of the country to take this additional step.

The mass media department of the Secretariat of the Cabinet of Ministers disclosed this to UNIAN.

At the beginning of the meeting Mrs. Tymoshenko thanked Pope Benedict XVI for the possibility of carrying out this meeting.

"The one-on-one meeting between the prime minister and the pope took place in the papal personal library and lasted for half an hour," the report says.

The pope presented a jubilee pen of a limited series produced for the occasion of the 500th anniversary of the Cathedral of St. Peter in Rome to the Ukrainian prime minister.

Yulia Tymoshenko presented to the pope a laser copy of the manuscript “Christian Apostle,” written in the 12th century in Church Slavonic and formerly kept in a monastery in Krystynopol and now in the Lviv Historical Museum. Yulia Tymoshenko noted that the book is a very dear relic for Ukrainians.

Tymoshenko also met the Vatican's State Secretary Cardinal Tarcisio Bertone. No details of the meeting were disclosed.

Earlier Tymoshenko met representatives of the Ukrainian community. According to the report, Tymoshenko noted that it was an excellent opportunity to talk about how Ukraine’s government and Ukraine in general can help strengthen the Ukrainian community and how the government should build closer communication with the foreign diaspora. The prime minister noted that Ukrainians abroad have a number of problems they face daily and that the Ukrainian authorities must help solve them. “I would like to hear from you as to how you see the government’s support and what actions you expect of us,” said she.

The politician noted that the Ukraine’s government is currently making maximum efforts to ensure that Ukraine completes its progress toward Europe. She noted that Ukraine and the EU are making preparations to sign a new agreement on association and an agreement on the zone of free trade. The head of the government stressed that the Vatican always supported the integration progress of Ukraine toward the European Union and its position is that there will be no united Europe without Ukraine.

Commenting on the current political situation in Ukraine, Yulia Tymoshenko noted that whatever developments may occur, Ukraine has no way back: “Whatever the political situation in Ukraine, the power of the spirit of Ukrainian patriots is so strong that there will be no return of Ukraine and we know that Ukraine will not deviate from its strategic course: Ukraine is unshakeable in strengthening its independence and sovereignty and unshakeable in the choice of its European way.”

Tymoshenko also expressed an opinion that from the middle of the next year, the situation in Ukraine will calm down: “We will continue rebuilding Ukraine and its fundamental, real reformation.”

Tymoshenko said that she believes that her visit to the Vatican and the meeting with Pope Benedict XVI are very important for her: “It is a great event not only for me but for Ukraine.” Yulia Tymoshenko expressed hope that during the meeting she would have an opportunity to discuss with the pope all the problems currently faced by Ukraine, relations between the church and the state, and to exchange opinions about measures taken in the world to strengthen spirituality.

And yet it is our duty to convince people that globalization is an immense global opportunity, for each and every continent, because it forces us to act together with others. The alternative to globalization would be shutting ourselves off from others, but this is not a viable alternative. It would lead only to isolation and therefore misery. Thinking in terms of alliances and partnerships on the other hand, is what will take us into a good future.

Ladies and gentlemen, it is true that America and Europe have had their share of disagreements. One may feel the other is sometimes too hesitant and fearful, or from the opposite perspective, too headstrong and pushy. And nevertheless, I am deeply convinced that there is no better partner for Europe than America and no better partner for America than Europe.

Because what brings Europeans and Americans together and keeps them together is not just a shared history. What brings and keeps Europeans and Americans together are not just shared interests and the common global challenges that all regions of the world face. That alone would not be sufficient to explain the very special partnership between Europe and America and make it last. It is more than that. That which brings Europeans and Americans closer together and keeps them close is a common basis of shared values. It is a common idea of the individual and his inviolable dignity. It is a common understanding of freedom in responsibility. This is what we stand for in the unique transatlantic partnership and in the community of shared values that is NATO. This is what fills "Partnership in Leadership" with life, ladies and gentlemen.

We also stand up to the threat of international terrorism. We are aware that no country, no matter how strong, can do this alone. We all need partners. We are only strong if we are part of a community of partners.

Since we shared the view of the then President George W. Bush, after 9/11, that we had to do everything we could to prevent Afghanistan from ever again harboring a threat to security, Germany has since 2002 been present on the ground with the third-largest troop contingent. We want to make the concept of networked security successful. This means that civilian and military engagement are inextricably linked.

If there is one lesson the world has learned from last year's financial crisis, it is that there is no alternative to a global framework for a globalized economy. Without universally-binding rules for transparency and supervision there can be no greater freedom but rather we risk the abuse of freedom and thus instability. In a way this is a second wall that has to fall: A wall standing in the way of a truly global economic order, a wall of regional and exclusively national thinking.

No doubt about it - in December the world will look to us, to Europe and America. It is true that there can be no agreement without China and India accepting obligations, but I am convinced that if we in Europe and America show that we are ready to accept binding obligations, we will also be able to persuade China and India to join in.
