BAKU (Pers. Badkuba), capital city of the Azerbaijan Soviet Socialist Republic and one of the chief ports on the Caspian sea.

Name and origin. The form Baku, used both in literary Persian (see Dehkoda, s.v.) and in European languages, goes back to medieval Islamic sources where it existed alongside the forms Bakuya, Bakuh, and Bakoh (Sara Ashurbeili, Ocherk srednevekovogo Baku, Baku, 1964, pp. 35-37). The colloquial Persian form Badkuba, which popular etymology suggests to be the original name derived from the natural conditions of the site (“wind-beaten”), appears to be of relatively recent date (ibid., pp. 37-38, mentioning texts from the 17th century onward). Finally the local Turkish-speaking population pronounces the word as Bakï, a form that became official with the adoption of Azeri Turkish as the literary language of the republic.

The etymology of the word Baku;, like the antiquity of the settled site itself, is unclear; the country later known as Šervan, an area of which Baku was the port and eventually the capital, lay to the east of Arran, the classical
Caucasian Albania (q.v.), of which it was sometimes considered to be a part and the easternmost extension; the original population of Arran was of non-Iranian and non-Turkic stock; in Šervan, however, there was considerable Sasanian influence and political control, especially along the coastal strip through Baku to Darband (for the purpose of defense against invasions from the north), so that theories such as that linking Baku to the form Bagawan = "God's Place" (possibly due to a fire temple on one of the petroleum sites) are not implausible (ibid., pp. 39-41).

A new Master Plan for Baku in Azerbaijan

To be located on Zira Island which in Baku Bay the massive 1,000,000 square metre development called Zero Island is the dream of Danish architectural firm Big, who have recently been received the Best Nordic Architecture 2009 award.

Like many proposals that seem to pop up for Baku the new island complex is something different. Taking inspiration from the Seven Peaks of Azerbaijan mountain range, the project almost mirrors the dramatic landscape to form self-sufficient island which will be visible from the Baku's coastline.

Each of the peaks of the new masterplan creates a residential zone derived from the geography of its corresponding mountain, and will range in heights from 45 metres to 65 metres. Also included in the plan are 300 individual villas.

Each 'mountain' will have facilities for both private and public functions and a dense vibrant community connected to a series of private resort villages by a central public valley and surrounding beaches is created.

A continuous public trekking path connects the mountains and invites visitors to scale the top of all seven peaks making the island not only a place to live but also a place to visit and explore making tourist revenue a possibility.

The buildings will be constructed from steel and will feature glazed facades allowing for excellent views out across the ocean and over to the coastline of Baku.
The vision for the island is for it to be entirely self sustainable and to act as a showcase to the rest of the world to demonstrate the viability of high end living with low resource usage.

The buildings will be heated and cooled by heat pumps connected to the surrounding Caspian Sea while photo voltaic panels which are strategically located on the facades and roof tops power daytime functions as aqua parks.
Waste water and rainwater will be collected, treated and recycled for irrigation. The solid waste will be composted and turned into topsoil, fertilizing the island to support its lush greenery with a minimal ecological footprint.
Wind power will also be harvested through an offshore wind farm, the island will have its own CO2-neutral power supply.

Azerbaijani President Ilham Aliyev believes that a prudent strategy of oil sales has helped Azerbaijan avoid getting caught up in the global economic crisis.

"Even in the crisis year of 2009 we are not facing financial difficulties," Aliyev was quoted by the APA news agency as saying. "On the contrary, we are one of the unique countries of the world where even in 2009 the economy continued to grow."

While Azerbaijan’s neighbors, Georgia and Armenia, have tightened their belts and continue to rely heavily on international aid, Azerbaijan, the region’s energy powerhouse, boasted 6 percent economic growth during the first nine months of this year.

"We depend on no one," Aliyev said speaking at the offshore oil workers’ settlement of Neft Daslari (Oil Rocks) in the Caspian Sea. "We are making a living at our own expense, within the means of our financial capacities, [and] with the values created by the people of Azerbaijan."

Speaking to the 6th Islamic Conference of Culture Ministers, Palmer expressed hope the event would contribute to encouraging dialogue among different cultures.
Palmer also condemned Armenia`s destruction of cultural and historic monuments in the occupied territories of Azerbaijan.
He called on the Council of Europe`s member states to achieve an agreement to strengthen efforts towards restoring destroyed monuments.

Azerbaijani President Ilham Aliyev made an address at the international conference "Inter-religious dialogue: from mutual understanding to joint cooperation" dedicated to the sixtieth-birthday of chairman of the Clerical Office of Caucasus Muslims Sheikhulislam Allahshukur Pashazadeh and thirtieth-anniversary of his activity as Sheikhulislam, AzerTaj state news agency reported.

"There were not any national or religious conflicts and clashes in Azerbaijan. I believe that they will not occur in future. All peoples and representatives of all religiouns live in Azerbaijan as one family. They actively work for development of Azerbaijan. They make contribution in general development of Azerbaijan as Azerbaijani worthy citizens," Azerbaijani President said.


Azerbaijani President Ilham Aliyev and his spouse Mehriban Aliyeva have attended an opening ceremony of the conference held on Friday.

Azerbaijani President stressed that the conference is dedicated to the sixtieth-birthday of chairman of the Clerical Office of Caucasus Muslims Sheikhulislam Allahshukur Pashazadeh. Famous people participated in the forum.

Addressing the event, Azerbaijani President described the conference as the landmark event. He stressed that hosting the conference in Baku is not accidental since Azerbaijan contributes to inter-religious dialogue.

Azerbaijani President expressed confidence that the discussions to be held at the conference and made decisions will make a new contribution in development of the inter-religious dialogue in the world. He stressed that religious and Azerbaijani tolerance was always at the high level.

Azerbaijani President appreciated it as a logical result of independent Azerbaijan's policy.

Azerbaijani President stressed that Azerbaijan is the part of the Islamic world and Azerbaijani people are committed to its religion and national traditions. Azerbaijan is an active member of the Organization of the Islamic Conference. It is also represented in European international organizations.

"Azerbaijan is a member of some European organizations due to its geographical location.

We seldom encounter such a country, which is doing everything possible for normal life and activities of representatives of all nations in the region while remaining devoted to its religious and national traditions," Azerbaijani President said.

Emphasizing that Azerbaijan has become the center of inter-religious and inter-civilization dialogue, Azerbaijani President stressed the need for such a dialogue to ensure peace on the planet. He said that the forums regularly held in Baku, as well as formal and informal contacts are important for development of the inter-religious dialogue.

"Baku has been declared the capital of Islamic culture this year. It is a great honor for us. I hope that Baku will also be declared as the capital of European Culture soon. After the restoration of state independence all freedoms, including freedom of conscience and religious freedom were ensured in Azerbaijan. More than 1,000 mosques were built in the period of independence in Azerbaijan. Hundreds of historical and religious monuments were restored. However, the Orthodox and Catholic churches, synagogues are being built and repaired in Azerbaijan. It is a very important part of our policy," Azerbaijani President said.

Congratulating Sheikhulislam Allahshukur Pashazadeh with the anniversary, the Azerbaijani President expressed his deep gratitude for contribution to the development of inter-religious dialogue and a truly civil position in difficult period. Recalling about the sincere friendly relations between the Great Leader Heydar Aliyev and Sheikhulislam Allahshukur Pashazadeh, the Azerbaijani president said that continuing this tradition, he maintained good relations with Chairman of the Clerical Office of Caucasus Muslims. The Azerbaijani President stressed that the unbreakable friendship serves the common interests of the Azerbaijani state and people.

After congratulating Sheikhulislam Allahshukur Pashazadeh, the Azerbaijani President gave him "Sharaf" order.

Patriarch of Moscow and All Russia Kirill, Catholicos-Patriarch of All Georgia Ilia II on behalf of the Georgian President, Deputy Chairman of the Georgian Parliament Pridon Todua, Secretary General of the Organization of Islamic Conference Ekmeleddin Ihsanoglu, the Vatican's Cardinal Salvatore De Giorgi on behalf of Pope Benedict XVI, President of the Republic of Dagestan of the Russian Federation Mukhu Aliev, President of the Chechen Republic of the Russian Federation Ramzan Kadyrov, the representative of the Patriarchate Emmanuel on behalf of Ecumenical Patriarch Bartholomew, Metropolitan of Minsk and Slutsk, Patriarchal Exarch for All Belarus Filaret expressed Sheikhulislam Allahshukur Pashazadeh their best wishes and presented gifts.

Then the congratulatory messages from Belorus President Alexander Lukashenko, Jordan's King Abdullah II, the Iranian president Mahmoud Ahmadinejad, Latvian President Valdis Zatlers, Uzbek President Islam Karimov, Russian President Dmitry Medvedev, Turkish President Abdullah Gul and Turkish Prime-Minister Recep Tayyip Erdogan were read out.

Sheikhulislam Allahshukur Pashazadeh honored the memory of Great Leader Heydar Aliyev. He expressed Azerbaijani President his deep gratitude for high appreciation of his services to the people and his contribution to inter-religious dialogue, as well as regular support rendered to him for the sake of common ideas.

Chairman of the Clerical Office of Caucasus Muslims Sheikhulislam Allahshukur Pashazadeh thanked for warm words and congratulations. He stressed that he will continue to contribute in inter-religious dialogue in future.
