I downloaded H.R. 3962 and spent about a half hour doing keyword searches and skimming the document. What is clear to me is that it is riddled with penalties for not doing X. These penalties are for employers, employees, medical community and other people not doing X. The penalties are stiff.
Its hard to follow the document because it replaces or adds to paragraphs in other documents. So, it will take someone quite a bit of time to determine the real impact of this bill.
I may have read wrong, but it appears that an people will be required to have health insurance that is not to exceed $5,000/year per individual or $10,000/year per family. Failure to comply allows the IRS to tax by some arcane formula based on the mean of plan costs. So, in theory, the penalty could be significantly more than the annual cost of the insurance.
There is something in the document about affordability credits. So, I suppose if you are poor, you may get some assistance. Not clear on how much yet. But, I still fear for people who don't qualify as poor to receive the credits who are just getting by and don't carry health insurance now (e.g. self-employed middle class).
I see potential problems for small employers being able to comply if they too are barely getting by now. Any penalties could just kill their business. Since a good portion of the jobs in this country are created by small business, this could be fatal.
Health care providers could get screwed too. They can get penalized rather stiffly. The smaller clinics, etc., if penalized, could drive them out of business too. Or, the cost of insurance protecting them against the penalties could do the same thing.
On the surface, the bill appears to be an indirect tax on individual/families. Employers will be required to raise the prices of their goods and services, and so will the healthcare community. The price of everything will go up. When employers start going out of business, the cost of related goods and services will go up even more.
In the end, goods and services will be consolidated and provided by larger corporations that are able to absorb these costs, fees, taxes, etc. They will essentially have cartel monopolies and will be able to charge whatever they want.
If my analysis is even close to correct, this is not a good bill. |

It's all just a way to take as much money away from the citizan's of this country regardless of their contribution and put it in the pockets of the government so can they can decide who gets it back and who doesn't.
Its just a way to flatten the curve of people who earn and don't earn.
Its just a way to have POWER of life and death treatment and rejection over the LIVES of its citizans.
Its just a way to have POWER over a huge amount of our economy and gives a way for MANY arms of government to share the wealth amongst themselves.
Its just another way that crooks and thieves and liars can screw everyone and lie and steal the money because once the government takes control, people abuse powers and find ways to steal because the money is no longer controlled by a private company of people, ceo's and shareholders.
It's just a way to turn this country into a communist country which exactly what Obama came from, and was put into place for. Obama is doing what he promised to do.

It is already difficult to find a primary care doctor who is taking new patients. You already have to wait months sometimes to get into see a specialist.
You are already forced, due to your doctor being booked, to go to the Emergency room for non-emergencies.

Many medical specialists will QUIT their practices rather than put up with more of this money-squandering,time-wasting,
heavy-handed bureaucratic BS.
SO then the access to experienced and competent professional services will become EVEN MORE CONSTRAINED!
In areas of Canada,( which has already tried this ridiculous experiment), people are assigned their primary care provider BY LOTTERY!
That's right! They have to win the primary care lottery to gain access to a physician!

Questions For the Fans of This Health Insurance Bill
Why do you suppose there was such a rush to pass a bill that won't take effect for over 3 more years, even if it does pass the senate?
Why did Pelosi feel compelled to break her own promise about posting all legislation online 72 hours prior to any vote, so that it could be read by everyone?
Why keep the entire Congress in session on a Saturday, when they normally loathe working the normal 5 day week? |

Yes there was one .... CAO voted for it• Sec. 59b (pp. 297-299) says that when you file your taxes, you must include proof that you are in a qualified plan. If not, you will be fined 250thousands of dollars.... and 5 years in Jail...
Illegal immigrants are exempt from this requirement.
While the bill will slash Medicare funding, it will also direct billions of dollars to numerous inner-city social work and diversity programs with vague standards of accountability.
• Secs. 2521 and 2533 (pp. 1379 and 1437) establishes racial and ethnic preferences in awarding grants for training nurses and creating secondary-school health science programs.
H.R 3962 PASSED 218 ...here it is folks, we are SO going to be SCREWED!!!!
