He doesn't salute, but still should be placing his hand over his heart. Can't tell what is being saluted in this case, and may be passing troops in formation.
When a Military member salutes him, he may or may not salute back depending on the president.
The Military member is saluting him because he is the Commander in Chief, no real requirement for him to salute back, although some Presidents have done so.
If he ever saluted me back, I would probably be laughing at his salute anyway. |

I looked around because I thought it was pretty pixilated too. I found that it was not a photo from Veterans Day but from Memorial Day 2009. I posted that on an earlier page. But there was no source for the photo. That bothered me.
Turns out, it is a true photo but not what we think. It appears to be a still from a video of the Memorial Day ceremony at Arlington National Cemetery. Obama had just been introduced and Hail to the Chief was playing, he walked onto the dais while the OTHERS were saluting. No hand on heart nor salute is required by the Chief when Hail to the CHief is played.
