It's not like our leaders would say, "YEAH, they're just testing a horribly terrifying new weapon. Don't worry." No. They would say, "No biggie, it's a tinker toy rocket."

This would explain Russia's silence on the matter.

Hell, it might not even have anything to do with the Russians.
