the story should pan out whether it's a plant for a "test" or not...doubtful that anybody with functioning braincells would think an unattended vehicle could park on a city street without attracting attention.
The VIN will be run and they'll figure out the owner or last owner and it'll most likely get cleared- it's too stupid and too simplistic to be anything important.
