I know the strongest in recorded history was 9.5 in Chile back in the 60's


but is there a limit on what the strongest could be ?

Well, the Chicxulub impact would presumebly have been like 13.0 which is a 100 times stronger than a 10.0 which has never been recorded in human history.

I have no idea how strong it could be without shattering the earth.

I'm sure science can tell you what the strongest possible could be, but I have never read it anywhere. Anything after 9 doesn't really make much difference...total destruction.
