There is a U.S. military base in Australia named Pine Gap. Pine Gap is the headquarters for all U.S. and Brittish military communications with extraterrestrials. There are nine different alien civilizations that have agreed to send a representative to the Pine Gap military base for council meetings with military leaders, government leaders, and CIA members. These aliens make up the "Council of Nine." The meetings are a chance to exchange information. The same military leaders, CIA members, and government officials that attend the Pine Gap meetings also attend the Bilderberg conferences. Most of what is discussed at Bilderberg conferences is based on the information recieved from the council of nine.
