When you say the word that comes to you is "kin" or "kinfolk" that kind of affirms what I think was happening there... I have a strong feeling children were brought together there for telepathic abilities to be tested and possibly to for other tests to take place.

A bowling alley would have been perfect, my mother would have felt safe leaving me there because she was in the same building, and they are very loud places, so it would be hard to hear children crying..
