One neighbor's dog ate another neighbor's cat. Not totally, but killed it. How should the one neighbor inform the cat owner? Please advise.

Honesty combined with sensitivity is always the best way to go. I suggest if the family has younger children that you speak privately with the parents.

The dog owner is ultimately reponsible for the actions of their pet. They should the ones burdened with the task of not only informing the cat owner but also for taking steps that their dog does not do this again and replacing the cat. They can inform them that you were a witness but other than that, the solution does not involve you.

depends on how it happened. If that cat had wandered into the owners of the dogs yard then as much as I love kitties, it is not the fault of the owner. However if the dog had gotten loose or was not properly tied up...justice must be done.

If this is the case then send a letter to both parties anomalously informing them you witnessed what happened and informing them that a letter was sent to the other party. It is now up to them to settle this and you are as you should be neutral and removed from the dispute

Wow, glad non of you are my neighbor. One of my cats went missing shortly after we moved this summer. I posted ads all over and talked to all my neighbors. I can't imagine someone looking me in the face and lying, especially considering how much it hurt to lose our loved kitty like that.

If the dog was in his own yard, and the cat was the tresspasser then this is not the dogs fault.
Tell the cat owner to keep their animals in their own yard.
you can't blame the dog for the stupid cat owner.
