issued - be served?

I don't know. I went to another source and the lawyer's letter of complaint was printed there. It says that if anyone would like to agree with the complaint and support it, they can write to the judge at the Hague and it gives his address.

Maybe by a group of Interpol agents recently empowered to act on U.S. soil, immune from U.S. jurisdictional issues and authorized to investigate, arrest, seize assets, etc., as per Obama's recent EO? Oh yeah. ANYONE can be arrested when all the pieces are in place, like Pinochet.
