The paper you just posted, which itself rules out a "planet X" type perturber as a cause, fundamentally disagrees with your claim that the moon's off by 10 degrees. The difference between predicted and measured location was a matter of centimeters. No, you can't see that by eye or even by telescope, it can only be detected by long term lunar laser ranging measurements.
