I felt that way years ago... even in the 80s and 90s. Then I had some work that paid fairly good and after that I tried getting hired at lower wage jobs and they said I was overqualified. In the mid 90s there seemed to be some gap... people like me were either underqualified because we didn't have a 4 year college degree and X amount of years experience, or we were overqualified because we had made good wages in the past. Even then you could seriously spend a year or more looking for work.
