ok this was NOT liquefaction, liquefaction is the solid soil behaving as a liquid, this is ocean (or fresh possibly) water sloshing up and chunks of land bobbing around from the rapid water movement below.

Looks to me like the water's boiling up everywhere (can see pools in grass & along sidewalk in background) but when it hits the pavement on the surface it is forced to erode the topside soil as it can't push through pavement as easily.
